The primary purpose of this position, LIBRARIAN (PHYSICAL SCIENCES & ENGINEERING), NH-1410-03, is to provide professional technical and specific library services to the test engineering community, by procuring academic information resources in multiple platforms and maintaining a repository of technical documents.
Duty Title: Senior Librarian/STINFO OfficerQualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for the Individual Occupational Requirements (IOR) for the GS-1410, Librarian Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
EDUCATION: Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;
OR
A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience planning, organizing, and directing work activities involved in the procuring and making available of library materials and maintaining funding accounts. Analyzing and assembling reports and implementing library procedures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Applicants must also possess specialized knowledge of a subject-matter field and/or proficiency in one or more foreign languages directly related to the position(s) being filled. When such knowledge is required for the position, an applicant's education or experience must have included or been supplemented by the requirements specified in one of the paragraphs below

  1. A full 4-year course of study in an accredited college or university that meets all academic requirements for a bachelor's degree that included at least 24 semester hours in the specialized field for which the applicant is being considered, e.g., physical science, biological science, social science; or that included any combination of subjects with at least 15 semester hours in a major subject (such as physics or chemistry) that is especially applicable to the position for which the applicant is being considered;

    or

  2. Completion of at least 24 semester hours of legal study in an accredited law school for positions primarily concerned with providing library services in law or legislative reference;

    or

  3. Four years of pertinent experience of such nature and level to provide a knowledge of the basic principles, theories, practices, techniques, terminology and expressions of the appropriate discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; ability to acquire additional information about the field and related fields; and some knowledge of literature resources in the field.

    Such experience should be equivalent to that which would have been acquired through successful completion of a full 4-year curriculum in an accredited college or university with major study in appropriate subjects, or combination of subjects, as specified in (a) above; or legal training as specified in (b) above;

    or

  4. Any time equivalent combination of experience as described in (c) with education as described in (a) or (b) above;

    or

  5. Demonstrated ability as shown by education or experience to read or translate information from one or more foreign languages into English.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Professional knowledge of all aspects of library principles, concepts, methodology, operations, functions, and management to perform the professional and administrative duties of the position.
  2. Knowledge of the policies, procedures, systems, and interrelationships of the the library, the library's databases, data sources, and the customers served.
  3. Knowledge of established procurement rules and regulations and internal organizational acquisition policies and those of various network information centers. A familiarity with publishers' and suppliers' methods of operation.
  4. Knowledge of on-line database searching and research techniques, and capabilities of post-processing to meet user requirements. Knowledge and skill in utilizing computer databases containing various reference materials to which access is sought by customers.
  5. Ability to lead library employees using knowledge of personnel management regulations and procedures required to provide guidance, train, and advise employees, and skill to teach library techniques to employees.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Education: ARE YOU USING YOUR EDUCATION TO QUALIFY?
