Our Values: Customer Focus, One L&I, Respect, Diversity, Equity and Inclusion, Learning and Growth, Reliability We are seeking a Program Manager for the Employer Services program in the Insurance Services division. This Program Manager is the Chief Underwriting Officer of the Washington State Fund and responsible for underwriting and serving over 198,000 employers and managing the collection of more than $2B in annual premiums as part of the State of Washington’s industrial insurance program. The industrial insurance system provides payment of medical expenses for workers who suffer job-related injuries or illnesses, and partially replaces their lost wages when they are unable to work due to these conditions. Since the workers’ compensation premiums are a significant operating cost to many Washington businesses, the program has a major impact on the economic viability of certain industries and firms. In this position, you will lead a team of over 100 people by ensuring the program provides services in the most efficient and cost-effective manner, in order to maintain the integrity of the Washington State Fund. You will also be responsible for maintaining a fair, equitable and financially viable workers’ compensation insurance classification and rating plan, providing policy recommendations and support the agency’s senior executives in a number of strategic and operational initiatives, including legislation, enterprise risk management, operations, rate setting and investment portfolio oversight. Duties Some of what you’ll do:Establish fair and equitable industrial insurance rates and the design of programs and policies that ensures a credible risk classification system, account management services and voluntary compliance. Leads the Executive Underwriting Committee to ensure the State of Washington industrial insurance classification system remains equitable and viable for the 198,000 insured employers.Provide leadership and oversight to two managers in carrying out legislative requirements of the State of Washington’s industrial insurance laws. Coach and guide the team through self-development and development of others. Lead strategic planning and business plan development to align with the agency’s and division’s mission, vision and goals.Responsible for executing and processing industrial insurance legislation, rules and policies affecting programs managed by the program. This includes providing testimony, conducting hearings, rules drafting and implementation of rates. Direct the planning and development of initiatives that improve program operations, performance, financial conditions, customer satisfaction, and employer satisfaction. Ensures the program is focused on creating value for the customers by finding ways to improve timeliness, quality, and productivity, while reducing costs. Collaborate with other division and programs (such as audit and the Attorney General’s Office).Establishes and maintains an open line of communication with external partners. Leads policy development and implementation regarding topics relating to tribal matters and extraterritorial agreements with other states and industries.And much more! Qualifications Required Education Bachelor degree in business management, public administration, law, or relevant field, OR equivalent work experience which can substitutive for year for year of education. Required Experience (can be gained concurrently):Five (5) years of progressive level knowledge of workers’ compensation, industrial insurance best practices, and expert knowledge of federal, state, and case law. AND Three (3) years of workers’ compensation underwriting, insurance accounting, ratemaking, pricing, and enterprise risk management (ERM) experience. Required Knowledge, Skills and Abilities: Working knowledge of the authorizing environment, the State of Washington industrial insurance laws and processes, and the legislative and budget processes. Working with and using data to perform quantitative analysis, data based decision-making and utilizing performance measures.Possess strong, high-level leadership skills coupled with a record of achievement within the workers’ compensation discipline. Desired Education, Experience, and Competencies:Advanced degree in business or law and industry designations such as Chartered Property Casualty Underwriter (CPCU) or Associates in Risk Management (ARM).Leadership experience with workers’ compensation rating bureaus, state departments of insurance, or workers’ compensation institutes.Strong knowledge of national and regional workers’ compensation issues and trends in underwriting and other insurance related issues. Senior level or executive experience leading the underwriting department at a major state workers’ compensation fund or workers’ compensation division, of a large commercial insurance organization.Experience working with regulatory officials, investment advisors, labor and business leaders, government representatives in the executive and legislative branches, insurance executives within and outside the state, advisory council members, and the media. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.Pay status includes hours worked, time on paid leave and paid holiday.As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.Bereavement LeaveMost employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave.
