Job description

The Rhode Island Public Transit Authority (RIPTA) is recruiting internally and externally for the position of Legislative Liaison. This is a non-representedfull-time position.

Position Title: Legislative Liaison

Posting Period: February 9, 2024 through February 23, 2024

Salary: $83,696.14 to $104,620.17 Annum (Pay Grade 905)
Salary to Commensurate Based on Experience

Reports To: Chief Legal Counsel

Union Affiliation: Non-Represented

RIPTA is seeking a Legislative Liaison responsible for soliciting or preparing and proposing legislation, identifies affected interests, lobbies for or against prospective legislation, and track and researches newly introduced laws and potential impact.

Essential Duties and Responsibilities:

· To serve as Legislative Liaison between the Authority and the RI General Assembly on all transit related legislation on a variety of topics;

· Serving as a contact for legislators and local officials to address complaints, concerns, and other inquires;

· Proactively meeting with officials to educate them on RIPTA’s various programs, services, and initiatives.

· Must be able to work flexible hours including evenings and/or weekends, when necessary, especially during the legislative calendar season, and in accordance with the legislative agenda and/or transit initiatives impact;

· Assist in the development and direct coordination of the Authority’s legislative affairs and strategy, working directly with the management team and the Board of Directors;

· Monitor federal, state, and regulatory activity affecting the Authority;

· Work directly with federal and state lobbyists;

· Monitor the Authority’s proactive development of and response to legislation, regulations, and/or policy changes that may have an impact on the Authority specifically or in general;

· Manage the Authority’s legislative activities and lobbying efforts, including analysis and review of pending legislation, priorities, and issues that potentially impact the Authority via management of an internal cross functional team; recommending strategies and policy initiatives to the Board, and articulating the Authority’s legislative agenda to state and federal elected officials;

· Communicate the outcome of legislative activities to other elected officials and the Authority’s management team;

· Working with an appointed management team to formalize the Authority’s initiatives for delivering and receiving information and feedback from the community to help build and sustain a reputation of accountability, integrity, and trustworthiness for the Authority;

· Coordinate with the management team and State Budget Office on legislation that has a fiscal impact;

· Work to advance the credibility of the Authority in federal, state, and regional arenas through participation and involvement in federal, state, and regional projects and issues;

· Interact with community stakeholders, as appropriate, to understand impacts to potential policy and/or regulatory changes;

· Assist in studies, programs or special projects related to regional and statewide transit initiatives;

· Perform related duties and responsibilities as required.

· Excellent presentation and verbal and written communications skills;

· Must be proficient in windows-based computer applications including Word, Excel, PowerPoint and Outlook;

· Compile, analyze, interpret, and report research findings;

· Learn, interpret, and apply pertinent Federal, State and local laws, and regulations;

· Establish, maintain, and foster positive and harmonious working relationships with internal and external stakeholders;

· Ability to effectively communicate with the public and collaborate and partner with local jurisdictions and agencies;

· Proven ability to build good, effective working relationships with staff at various levels of an organization;

· Ability to work independently under minimal supervision;

· Communicate clearly and concisely, both orally and in writing;

· Applicant must provide RIPTA copies of any licensure and/or certifications required to perform job duties prior to appointment;

· Applicant must provide RIPTA a copy of degree and/or transcripts from accredited educational institution;

· Applicants claiming Military status; should submit a copy of the DD-214 form.

Education:

Such as may have been gained through: graduation from a college of recognized standing with specialization in Business or Public Administration, or a related field

Such as may have been gained through: employment in a responsible administrative/management level position in a public or quasi-public agency involving the development, application of and compliance with various laws, policies and procedures, and regulations affecting public transit

OR: any combination of education and experience that shall be substantially equivalent to the above education and experience.

Independent Action:

Broad latitude to directly coordinate the Authority’s legislative agenda.
