Duties are provided in detail in this advertisement.Four (4) years of experience in public policy or Public Administration or Financial OR a bachelor's degree is required.A master's degree or higher is preferred.Additional requirements:* Florida Certified Contract Manager or willing to obtain it within one (1) year of employment.* One (1) or more years' experience supervising staff.* One (1) or more years' experience administering grants or contracts.* One (1) or more years' experience conducting research and analyses of management policy or legislative issues.* One (1) or more years' experience in the development and modification of administrative rules.Employees of the Department of Financial Services are paid on a monthly pay cycle.This position requires a security background check, including fingerprint as a condition of employment.Responses to qualifying questions must be clearly supported by the state application and any omission, falsification, or misrepresentation in the answering of the qualifying questions will be cause for immediate elimination from the selection process.MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:* Knowledge of numbers, their operations, and interrelationships including one or more of the following: arithmetic, algebra, geometry, calculus, statistics, and their applications.* Knowledge of the methods of data collection and analysis.* Knowledge of basic management principles and practices.* Knowledge of laws and agency rules* Knowledge of the processes of Legislative Affairs Office and the Office of the General Counsel.Skills should include the:* Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices.* Ability to research and organize data into logical format for presentation in reports, documents, and other written materials.* Ability to conduct fact finding research.* Ability to utilize problem-solving techniques.* Ability to work independently.* Ability to plan, organize and coordinate work assignments.* Ability to communicate effectively.* Ability to establish and maintain effective working relationships with others.* Speak clearly and persuasively in positive or negative situations; listens and gets clarification; responds well to questions; demonstrates group presentation skills; participates in, and often oversees meetings.* Identifies and resolves problems in a timely manner; gathers and analyzes information skillfully and accurately; develops alternative solutions; works well in group problem solving situations. Demonstrates accuracy and thoroughness; looks for ways to improve and promote quality.BRIEF DESCRIPTION OF DUTIES:Supervises the Grants Specialist C positions located in the Division Office and manages the processes for those positions.

Plans workloads, workflows, deadlines, work objectives and time utilization of staff. Evaluates employees through establishing evaluations criteria and responsibilities and meeting regularly with employees to ensure the established criteria are met. Communicates on a regular basis with employees both individually and in staff meetings.

Trains employees in methods for performing duties effectively and efficiently. Directs the work of employees to ensure best use of time and resources. Motivates employees to improve the quality and quantity of work performed.

Consult and supervise in the development of contracts, grants, and procurement of goods. Routinely check the Grant Specialist C's contracts to ensure that deliverables, deadlines and contract terms and conditions are being met per the contract. Facilitate legal discussions on contract issues with Grant Specialist C, direct them to resolve any contract issues so that they may be resolved.Provides direct administration of state funded grants with a high level of financial analysis to include the development and monitoring of grant cost analysis, reconciliation of grant reimbursement payments for fixed capital outlay and equipment grants.

Tracks payments for individual grants and provides progress reports to grantee on all expenditures and balances through the life of the grant. Interprets the laws of Florida, General Appropriations Act and Appropriations Project Request forms to implement the oversight of legislative mandated local government grants.Researches and analyzes management policy initiatives, legislative issues, and other policy related matters. Serves as the Division's Government Affairs Liaison as related to all litigation and transactional issues including but not limited to DFS Legislative Affairs, DFS Office of the General Counsel, staff, and others in government (federal, state, and local), business, and private organizations to discuss issues, coordinate activities, and resolve problems.

Monitors and tracks legislation affecting the Division; prepares briefs and testimony on legislation; monitors legislative initiatives and assesses their impact on the Division and to the State's fire related entities. Maintain necessary copies and records; attends a variety of meetings and periodically travels. Track, coordinate and review the development and modification of administrative rules for the Division.

Conduct research and provide both verbal and written briefs regarding proposed administrative rules. Maintain necessary copies and records. Coordinates bureau public records responses and serves as the Division's public records liaison.Consult and assist in the development of operational procedures, policies, guidelines, and regulations.

Prepare and provide both verbal and written correspondence as necessary on matters relating to duties and activities of the Division. Assist with coordination of all public advisory boards to the Division, to include Florida Firefighter Employment Standards and Training Council; Florida Fire and Emergency Incident Information System Technical Advisory Panel; Florida Fire Code Advisory Council; and Florida Fire Safety Board. Assist with the establishment and provides support to the direct-support organization "State Fire Marshal Safety and Training Force".
