The Legal and Operations Advisor is responsible for providing Legal and operational counsel, support, coordination, and assistance for the organization. The Advisor reports to the Executive Vice President and the Vice President for Global Operations, and coordinates closely with the Vice President for Programs and Technical Advisor for Program Operations.
Position Requirements:
  • Law Degree; applicants must be a graduate of an accredited law school with a J.D. or LL.M. Bar membership.
  • Must be a current member of a bar in good standing in any state of the U.S. and/or District of Columbia.
  • 10 or more years of professional work experience on international development and or donor-funded programs and policies, with preference for experience in the democracy, human rights and governance sector and/or legal experience.
  • Proven knowledge of U.S. government regulations and compliance requirements for government grants and cooperative agreements.
  • Experience with analyzing and briefing on U.S. and foreign laws and regulations.
  • Preferred experience implementing foreign assistance programs.
  • Ability to work well as a member of a team and across teams, while also having the ability to work effectively on an independent basis as a multi-tasker.
  • Excellent communication (written and verbal) and relationship-building skills.
  • Innovative, creative, enthusiastic, and flexible approaches to overall work and problem solving within USG and other funder parameters.
  • Ability to be detail-orientated and highly organized.
  • Ability to lead and coordinate action to achieve results.

Primary Functions & Responsibilities
  • Provide Legal and Operations counsel, support and coordination for the organization on a range of organizational, programmatic, personnel and security-related matters.
  • May serve as in-house Legal Counsel to represent IRI on legal matters.
  • Track, analyze and brief on relevant laws and regulations relevant to their impact on IRI personnel, policies, and procedures.
  • Provide recommendations and guidance on IRI's compliance with international, federal state and foreign laws, including related to donor regulations and requirements.
  • Provide recommendations and draft language to support advocacy efforts around government and donor regulations that impact IRI.
  • Draft or review language in legal documents, including contracts.
  • Draft or review select IRI policies, procedures and processes.
  • Review, analyze and offer guidance on international and foreign laws and regulations on a range of Legal and operational issues, including legal status, registration, labor and contractual obligations with regard to IRI field operations and employment matters.
  • Provide information on in-country legal requirements regarding IRI operations and presence in a country, in coordination with other Program Services staff.
  • Provide legal support for IRI's response to external audits, investigations, and evaluations.
  • Manages the development of and compliance with IRI's data privacy and data protection policies and procedures.
  • Provides advice and coordination on organization-wide operations issues.
  • Support efforts to streamline operations, systems and procedures across the organization to improve operational efficiency and effectiveness.
  • Liaise with outside legal counsel.
  • Acts with a sense of urgency to help coordinate organization-wide inputs on questions or issues brought by IRI employees.
  • Ensure confidentiality and protection of privileged information and communications.
  • Perform other tasks as assigned or deemed necessary.
