Job description

POSITION SUMMARY: Under the supervision of the General Counsel, the Legal Analyst provides administrative, litigation, and research support for the Georgia Access to Medical Cannabis Commission ("GMCC"). GMCC is responsible for the regulatory oversight of the cultivation of medical cannabis, the production and manufacturing of low-THC oil and products, laboratory testing of such products, and the dispensing of such products to patients and their caregivers who are registered on the state's Low-THC Oil Registry. In addition to supporting the members of the GMCC, the Legal Department provides guidance and support to all departments within GMCC. This position may be filled at a lower level based on qualifications and experience. Multiple positions may be filled with applicants from this position announcement.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

     Analyze information submitted by or related to the activities and operations of companies licensed, registered, or permitted by GMCC pursuant to the Hope Act with the purpose of identifying compliance concerns or issues.

     Analyze and review GMCC rules and regulations to ensure consistency with the Hope Act, as amended, and review internal and external feedback for proposed rule amendments.

    Analyze and review proposed and existing contracts between GMCC and vendors, including support during procurement processes, contract renewals, and contract amendments.

  Analyze, track, and provide updates on proposed and passed legislation of various state and federal governments.

     Assist in responding to requests made under the Georgia Open Records Act, including the following: searching, retrieving, and reviewing responsive records; preparing letters in response to such requests; and tracking all requests and responses.

   Assist in responding to requests made under the Georgia Administrative Procedure Act, including the following: reviewing requests for rule waivers, rule variances, and declaratory rulings; preparing responses to such requests; and tracking all requests and responses.

     Prepare materials for public meetings and hearings conducted by GMCC in compliance with the Georgia Open Meetings Act, including but not limited to, preparing the following: meeting notices, meeting agendas, meeting summaries, meeting minutes, meeting materials for GMCC member review, notifications to internal and external parties, and press releases.

  Maintain current knowledge of relevant legal trends, issues, rules, regulations, and laws related to medical cannabis.

     Attend meetings with staff, commission, and stakeholders as deemed necessary by general counsel.

     Perform other duties as assigned.

MINIMUM QUALIFICATIONS:

At least two years of related experience, of which must be in a legal support role AND a Bachelor's degree in a related field from an accredited college or university OR Master's degree in a related field from an accredited college or university AND one year of related experience in the area of assignment.

PREFERRED QUALIFICATIONS:

Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess the knowledge, skills, and abilities listed above and in the following areas:

 

     Experience researching, analyzing, and managing sensitive and confidential information, such as trade secrets, financial and banking information, data, employment information, patient information, and other information deemed confidential by state or federal law.

     Successful completion of a paralegal studies certificate program.

     Legal or regulatory compliance experience in a local or state government setting.

     Experience researching and tracking state laws, rules, regulations, and legislative bills.

     Experience working with a government entity in promulgating rules.

 Experience working directly with a senior attorney, general counsel, or director of legal affairs.

     Excellent written and oral communication skills.

     Strong interpersonal and organizational skills.

     Working knowledge of computer operating systems and applications.

 

ADDITIONAL INFORMATION:

     This position is based in Atlanta, Georgia.

     Requires the ability to work virtually.

     May require the ability to work in the field infrequently (in-state).

     May require infrequent in-state travel and limited out-of-state travel.

     May require driving a state and/or personal vehicle.

     Regular drug screening required.

     This position may be filled at a lower level based on qualifications and experience.
