Customer Organization Support: Provide Legal Administrative services in support of military court commission proceedings for government customer to achieve its mission. Responsible for providing assistance Legal Administrative support assistance with the management of the military commissions process, including logistics and personnel support. This includes support for the convening of military commissions, refer charges to trial, negotiate pre-trial agreements, review records of trial and other requirements.

Role Supporting: Administration

Functional Responsibility and Knowledge: Serves to provide Legal Administrative support services. Knowledge of a wide range of court-martial procedures, legal precedent, and regulations regarding preparation of records of trial and evidence handling. Knowledge of a diverse combination of case law, government policies, federal regulations, legal texts, and state and federal statutes. Knowledge of the principles, concepts, and methodology of court reporting methods for managing operations related to the court reporter functions of a staff Judge Advocates Office or the office of a Chief, Office of Court Administration. Knowledge of military personnel rules, regulations, and procedures relating to court reporter and paralegal functions similar to those performed in a military courts-martial system. Skilled in the application of techniques used to ensure adequate workflow to ensure assignments and work, particularly that relevant to the court reporter missions, can be accomplished in an effective and efficient manner. Knowledge of maintenance of equipment related to the basic methods of court reporting including, stenotype machines, voice dictation machines, computers, microphones, headsets, and software. Current knowledge and understanding of system improvements, automation and software advancements, and ability to analyze, research and implement necessary changes in software and equipment. Expert knowledge in the coordination of records of trial between military and civilian attorneys and senior military judges. Knowledge and understanding of strict processing timelines and standards to prevent cases from being overturned by appellate courts.

Task to Include:

§ Assists the Office of Court Administration (OCA) in all administrative functions related to the functions of court reporting and the production of a verbatim record of trial.

§ Provides necessary support to meet the requirements for pre-trial, trial, and post-trial phases of military commissions.

§ Researches and analyzes specific factual and legal questions which present a variety of issues, including new and complex areas.

§ Analyzes and interprets relevant statutes, military regulations, and court rules related to the functions of the military commissions and the OCA, using various printed and electronic sources.

§ Assists in identifying laws, regulations, opinions, and other guidance that may be applicable to pretrial, trial, and post-trial matters.

§ Assists in pre-trial and post-trial processing of records of trial for the military commissions, in addition to pretrial preparations by receiving charges and files on behalf of the Convening Authority.

§ Assists in providing information security to the court, organizing and archiving records of trial and other documents belonging to the court and coordinating the release of public information.

§ Assists in legal research for the preparation of legal briefs and memoranda using various sources from both paper and electronic media.

§ Organizes and handles high volume records of trial materials exceeding 100,000 pages; controls the flow of legal documents related to military commissions; receives, maintains, and distributes a variety of documents pertaining to military commission cases to counsel, convening authorities, appellate authorities/courts, intelligence agencies, and in response to Congressional inquiries or Freedom of Information Act (FOIA) requests.

§ Records the proceedings and testimony of military commissions using stenography, open microphone or closed mask recording. Works with attorneys and judges to produce a complete and thorough record of the proceedings.

§Prepares a verbatim record of trial in final form with responsibility for format, insertion of explanatory notes, attachment of description of all exhibits, proper arrangement of numerous documents, and indexing of the file. Prepares multiple copies of the verbatim record, dispatches the records to legal counsel for the accused, military judge, and trial counsel. Receives corrections, if any, obtains authentication of the military judge and dispatches completed record to the Chief, Office of Court Administration for appellate review. Coordinates with attorneys and judges regarding the production and authentication of the record.

§Receive, mark with exhibit appellate numbers, store, and manage classified documents.

§Prepare seating chart of personnel in the courtroom of the commission hearing.

§Prepare and update Court Reporter Transcript Tracker, Witness List, e In-Court Submission Tracker, and All Cases Statistics Tracker.

§Finalize official transcripts for all cases in proper format, to include correct headers and footers, address issues submitted in errata, and assemble electronic records of trial for any interlocutory appeal.

Relevant Experience: Five (5) or more years of relevant experience. Must meet knowledge and experience requirements.

Minimum Education: Bachelor's degree. A Juris Doctor, Doctor of Jurisprudence, or Doctor of Law (JD).

Required: Top-Secret clearance with Sensitive Compartmented Information (TS/SCI) eligibility or have an active SECRET with the ability to obtain and maintain a TS/SCI security clearance from the Defense Industrial Security Clearance Office. Must be a U.S. citizen to apply. Travel may be required.
