Leading by ExampleClean Energy & Sustainability Coordinator 

Description

In support of statewide emissions reduction goals, and the decarbonization directives and targets outlined in Executive Order 594, the Leading by ExampleClean Energy & Sustainability Coordinator will support the Massachusetts Department of Energy Resources Leading by Example (LBE) Division in its efforts to substantially reduce and ultimately eliminate fossil fuel emissions from vehicles and facilities associated with state government operations.

The Clean Energy & Sustainability Coordinator will work with other LBE staff to identify, develop, and implement various strategies designed to reduce the environmental impacts of state government operations, such as reducing energy and fossil fuel use in state buildings, increasing onsite Clean Energy generation, transitioning the state fleet to electric vehicles, expanding recycling and composting efforts, promoting water conservation, strengthening environmentally preferable purchasing efforts, and developing sustainable landscaping practices.

 

The Clean Energy & Sustainability Coordinator will provide cross-cutting support for LBE efforts, including but not limited to data collection and reporting; LBE Council meetings; embodied carbon; electric vehicle and charging infrastructure technologies and deployment; grant programs for state entities; federal funding opportunities; and interagency collaboration.

The Clean Energy & Sustainability Coordinator will provide cross-cutting support for several LBE priority areas, including the following: General LBE Division Support
  • Support LBE staff and liaison with other agencies to identify, and implement various strategies designed to reduce the environmental impacts of state government operations, including but not limited to, reducing energy and fossil fuel use in state buildings, increasing onsite Clean Energy generation, transition fleet vehicles to zero emission models, expanding recycling and composting efforts, promoting water conservation, strengthening environmentally preferable purchasing efforts, and developing sustainable landscaping practices.
  • Support LBE staff and state entities as appropriate to meet the clean transportation goals for state entities.
  • Work with internal and external stakeholders on program implementation issues.
  • Research technical and policy related issues that may arise in the implementation of programs.
  • Contribute to the development and implementation of LBE programs.
  • Respond to phone calls and emails from stakeholders.
  • Organize meetings, informational sessions, and webinars with key stakeholders.
  • Participate in team and inter-agency meetings.
  • Support efforts to consider equity in program development and implementation.
  • Work with contracted student interns on related projects.
Grant Program Administration
  • Assist in the development of Leading by Example grant programs, including researching federal funding requirements, determining technology eligibility criteria, and identifying additional funding resources.
  • Support the implementation of LBE grant programs, including identification of potential projects, coordination of application review process and contract development, overseeing of grant management and conducting follow-up with various state entities as appropriate.
  • Monitor and evaluate project results both quantitatively and qualitatively and document results.
Communications and Outreach
  • Support LBE outreach and communications strategies and ongoing updates to LBE partners and stakeholders about Clean Energy and sustainability initiatives and progress.
  • Support preparation for, and management of, content, guest speakers, and logistics for Leading by Example Council meetings.
  • In coordination with LBE staff, develop case studies and guidance documents on efficiency, renewable energy and other sustainability efforts that include environmental and fiscal impacts and lessons learned.
  • In coordination with DOER External Affairs, support event planning, preparation and logistics for Leading by Example projects and programs, including, but not limited to, drafting of event requests, press releases, talking points, and social media posts.
  • Manage and regularly update LBE website content.
  • Identify and propose creative ways to present and communicate relevant information to various stakeholders.
  • Engage regularly with LBE stakeholders to ensure interest and participating in LBE initiatives.
  • Reach out regularly to key stakeholders to gather information on Clean Energy and sustainability initiatives, projects, and results.
  • Represent LBE in other state agency programs focused on non-energy sustainability, including waste diversion and water conservation, and identify and support opportunities for state facilities to adopt new technologies and strategies to advance these priorities.
MOR-EV Program Support

       Assist the MOR-EV Program Manager with managing day-to-day electric vehicle incentive program operations (e.g., reviewing invoicing, processing appeals, issuing vouchers), and ad hoc support as needed.

PREFERRED QUALIFICATIONS

        Experience in project and contract management.

        Extensive knowledge of clean transportation technologies, programs, and policies.

        Understanding of Massachusetts climate change policies and goals.

        Knowledge of basic building systems, efficiency programs Clean Energy technologies, and other sustainability topics.

        Knowledge of facility and energy management procedures and priorities.

        Knowledge of clean transportation technologies, such as zero emission vehicles and electric vehicle charging infrastructure.

        Familiarity with website content management systems.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

 

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

 

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

 

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
