Job Title: Lead - OSW Engineering
Your initial work location will be the Boston, MA office. Once the projects enter the construction phase your location will change to the work site, on a mutually agreeable date as agreed to with your new Supervisor.
Salary Range: $126,000 to $158,000
Purpose
The Construction Manager is responsible for managing and coordinating pre-construction and construction activities between several onshore package contractors (Onshore Substation (OSP), Transmission underground cable installation and landfall HDD) with objectives of safety, quality, timeliness and cost-effective completion on behalf of the AVANGRID. The Onshore Construction manager will ensure all procedures and permitting conditions are in place prior to starting construction. Once construction has started, the successful candidate will be responsible to manage and coordinate onshore works, as well as stakeholder's management (i.e, interface with Towns, MassDOT, etc).
The successful candidate will be assigned to the Park City Wind Farm project to act as the Onshore Construction Manager reporting to the Onshore Package Manager. The further details of the role are as follows.
Responsibilities
  • Coordinate activities during the pre-construction phase to allow projects to commence to construction meeting the required timescales, safety, quality and environmental standards.
  • Obtain the permits, permissions and rights necessary for the commencement of construction.
  • Ensure completion of pre-construction works within the main EPC contractors work scopes to allow main construction to start. These works are likely to include but not be limited to:
    • Vegetation clearing
    • Highway or road widenings
    • Junction improvements
    • Archaeology clearance
    • Pre-construction drainage
    • Access roads
    • Temporary compounds
  • Coordinate with compliance team, project packages, engineering and other stakeholders to ensure permitting conditions, pre-construction works, and mitigations are completed in time to start construction activities according to project time necessities. Communicate findings and impacts to ONs Package Manager and affected departments.
  • Manage and report onshore construction risks by proactively identifying construction risk during the planning, execution and construction phases and eliminate risks and execute risk mitigation plans.

Responsibilities
  • Manage and control assigned budget.
  • Develop and monitor activities through programme.
  • Track and meet invoice and payment milestones.
  • Liaise with Engineering Dept to coordinate engineering requirements.
  • Manage and report on expenditures during construction stage using financial tools.
  • Conduct Progress, co-ordination and interface meetings with the various teams involved in the project.
  • Provide management and responsibility for performance of Field Construction Managers for the construction of onshore packages including Onshore Substation, Transmission underground cable installation and landfall HDD.
  • Determine the contract resource requirements, service specifications and manages contractor performance.
  • Work with Field Construction Managers related to coordination of field inspections and sign offs for construction projects including inspection test plans, environmental etc.
  • Ensure all field construction managers are managing the project and construction resources within the schedule and budget.
  • Ensure all functional testing is complete at job sites in preparation of commissioning of the facilities.
  • Manage performance of Construction contractor to ensure adherence to safety, quality, schedules, budgets, cost effective means and methods.
  • Develop, review, and evaluate contracts and agreements affecting the project execution and functional area operations and make appropriate recommendations.
  • Responsible to ensure compliance with permit conditions.
  • Responsible to work with project team ensuring that construction management is integrated into the planning, scheduling, cost tracking, construction, installation, sequencing and testing and commissioning, and acceptance activities.
  • Ensure Field Construction Managers obtain all construction materials and material handling plans are established and properly managed and reported.
  • Responsible for the coordination of construction schedules with the other functional areas along with key stakeholders such as town manager and engineer.
  • Provides constructability feedback on electrical, mechanical, protection and civil construction standards.
  • Research, recommend, and implement changes as necessary to be aligned with AVANGRID Standards and Business Area goals and objectives.
  • Responsible for timely resolution of disputes and prioritize business requirements to ensure projects are completed on time and under budget.
  • Participate in the construction projects negotiations and joint planning efforts with other utilities.
  • Perform special studies, alternatives and risk analyses and cost estimates as necessary.
  • Adhere to company policies, programs and procedures as well as Critical Infrastructure Protection (CIP), Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), New England Independent System Operators requirements.
  • Safety: Maintain safety awareness and ensure contractors comply with all safety law (OSHA) Avangrid policies, practices, and procedures to assure a safe working environment at the construction site. Properly wear and care for applicable safety gear and equipment. Identify and communicate unsafe conditions to Contractors, Project Manager and assure safety concerns and issues are resolved.

Skills and Requirements
Minimum Criteria (Mandatory):
  • Candidates are to have at least 5 years of relevant, construction management experience and having managed large complex projects.
  • Must have a valid Driver's License
  • Must be willing to travel to construction sites on a day-to-day basis

Required Education:
  • Bachelor's degree in Engineering or Construction Management with minimum 5 years relevant experience preferred.
  • Associates Degree with a minimum of 7 years relevant experience or High School/GED with the completion of the relevant progression program and 10 years relevant experience required.
  • A minimum of 3 years of progressive related electric utility industry experience, with electric cables or substation facilities construction management experience preferred.
  • 3 years of experience in a supervisory capacity

Skills/Abilities:
  • Extensive knowledge of construction management practices applicable to electrical utility underground transmission cables and substation construction.
  • Knowledge of interconnected electrical system operations.
  • Knowledge of government regulations, including OSHA, NESC, NEC and industry codes affecting electric utilities.
  • Knowledge of contract preparation, negotiations and administration.
  • Working knowledge of budget preparation and administration.
  • Demonstrated ability to make competent decisions in emergency situations.
  • Demonstrated ability to read and interpret civil, mechanical/electrical drawings, and technical manuals.
  • Excellent written and verbal communications, including correspondence, reports, and other business documents.
  • IT literate with the ability to operate MS Office systems and learn how to use new IT applications.
  • Working knowledge of best practices in safety policies and procedures.
  • Effective leadership Skills

  • Results oriented
