Summary As the Lead Human Resources Specialist, you will be responsible for managing, evaluating, and providing a full range of Personnel Processing services for the Federal Highway Administration’s (FHWA) Personnel Processing Center. The Personnel Processing Center is responsible for providing Human Resources support nationally, to include processing/personnel management services for FHWA. Responsibilities The Lead Human Resources Specialist: Serves as a consultant to management, contractor/vendors and internal HR employees on all personnel records, processing procedures and rules, and the management of official personnel records.

Plans, develops and administers a comprehensive Human Resources program. This responsibility applies to the administration and evaluation of the effectiveness of the program and necessary modification of the program to achieve overall objectives. Manages the internal agencies eOPF forms list and coordinates and collaborates with appropriate OPM organization and others as needed to request approval of a new form or the abolishment of existing forms.

Demonstrates leadership, organizational, consultative, communication, problem solving, and mediating skills through resolving HRM problems not susceptible to treatment by standard methods, providing services to subordinate through senior level management, and leading the development and administration of Federal Highway Administration's (FHWA) position classification/management, compensation, staffing, recruitment, performance management and diversity programs. Performs quality review and resolves complex and difficult processing errors and discrepancies for personnel actions. The ideal candidate for this position is a senior professional with experience in providing advisory services on controversial and complex issues relating to personnel processing, payroll and records management.

TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

BACKGROUND INVESTIGATION: If you are not a current Federal employee, you will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).

GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework.

The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, which included: Experience providing oversight and quality control on a wide range of personnel processing services and actions such as: accessions, transfers, benefits, retirements, reinstatements, suspensions, removals, etc.; AND Experience in providing training, advisory, and consultation services to include interpreting and analyzing laws, regulations and policies (e.g. 5 CFR, Guide to Processing Personnel Actions (GPPA), Guide to Personnel Recordkeeping) concerning agency or OA-wide topics or issues related to personnel processing.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Personnel and Human Resources - Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Technical - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

HR Information Systems - Knowledge of HR management concepts, principles, and practices related to identifying and analyzing HR processes, translating functional requirements into technical requirements, and delivering and maintaining HR information systems. Customer Service - Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
