The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $100,006.40 to $107,750.00.
This position is exempt under the FLSA.

About the Position
The Law Library Resource Administrator is tasked with overseeing all operational facets of the Law Library Resource Center (LLRC), which encompasses six court locations. The primary objective is aimed at elevating customer service standards in program, legal research support, and service delivery. Areas of responsibility include forms production, legal education, legal research, resource management, protective orders, electronic education, and volunteer coordination.
As a key collaborator, this role works alongside the Superior Court Presiding Judge, Department Presiding Judges, Department Administrators, advisory committees, and other justice partners as a facilitator, working diligently to align strategies and initiatives with broader organizational objectives. This position demands a keen understanding of legal processes and a proactive approach to managing various service areas. By navigating the intersection of legal education and research, resource provision, and volunteer coordination, the Law Library Resource Administrator plays a pivotal role in ensuring the smooth functioning of the Law Library Resource Center and contributes to the overall efficiency of court operations.

Position Qualifications

Education:
  • Bachelor's degree in Court Administration, Public Administration, Business Administration, or a closely related field.

Experience:
  • Six (6) years of professional administrative experience in court management, library management, or public administration, including:
  • At least three (3) years of directly related supervisory and/or management experience.

OR
Combined education and experience qualifications:
  • Master's degree in Library or Information Science or a closely related field, Juris Doctorate may substitute for up to two (2) years of the required administrative, executive, or management experience.
  • Designation as an ICM Fellow from the National Center for State Courts (NCSC) may substitute for up to one (1) year of the required administrative, executive, or management experience.

Other Requirements:
  • Must possess, or obtain by the time of hire, a valid Arizona driver's license.

Our Preferred Candidate has:
  • Juris Doctorate.
  • Master's degree in Library or Information Science.
  • Experience managing a department in a large, law-related organization.
  • Certified Court Manager (CCM), Certified Court Executive (CCE), ICM Fellow, or Arizona Court Manager (ACM) designation.

Knowledge, skills, and abilities:
Knowledge of:
  • The principles and practices of administration, data processing, budgeting, purchasing, personnel administration, and office management.
  • Court organization, functions, and services.
  • State laws, rules, and regulations related to the judicial process.
  • Effective supervisory techniques and practices.

Skill in:
  • Analyzing complex data and drawing logical conclusions.
  • Conducting legal and factual research and preparing reports.
  • Planning, organizing, and directing administrative services.

Ability to:
  • Establish and maintain effective working relationships.
  • Communicate effectively, both orally and in writing based on the needs of the audience.
  • Interpret and make decisions concerning Court administration following laws, regulations, and policies.
  • Plan, assign, train, and supervise others.

Essential Job Tasks

  • Spearheads the delivery of exemplary customer service for an annual patron base exceeding 100,000 emphasizing a customer-centric model for service and program delivery.
  • Exercises administrative oversight encompassing forms production, legal research and education, protective orders, electronic education, and volunteer resources.
  • Manages the complete employee lifecycle, including selection, performance evaluations, and disciplinary actions, fostering a motivated and proficient team.
  • Supervises and directs staff, meticulously monitoring workloads, assigning duties, and providing comprehensive initial and ongoing training.
  • Develops and maintains operational policies and procedures to ensure compliance with all relevant mandates governing services, forms, and programs.
  • Leads reengineering and process improvement initiatives to enhance operational efficiency.
  • Collaborates with executive leadership to formulate department goals and strategic initiatives.
  • Delivers precise operational statistics, reports, and recommendations to executive leadership for informed decision-making.
  • Serves as a pivotal liaison between the Court and justice partners on Law Library matters, facilitating effective communication and collaboration.
  • Provide and coordinate outreach to the community through programs and collaboration with community organizations.
  • Provides regular onsite supervision and employs in-person assessment methods to gauge business needs through direct observation, monitoring group dynamics with face-to-face interaction, and interpreting body language and nonverbal cues. Establishes interpersonal connections, fosters engagement, and exemplifies expected behaviors.

Working conditions:
While performing the duties of this job, the employee is regularly required to speak clearly and hear; see details of objects that are less than a few feet away; sit for long periods; stand, walk, use hands to finger handle or feel; reach with hands and arms; and occasionally push, pull or lift to 20 pounds.

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.
