Description

The Idaho Department of Lands (IDL) has one (1) opening for a Lands Resource Specialist - Assistant Fire Warden position located at our Maggie Creek Supervisory Area in Kamiah, Idaho.

This position is Grade K, additional information can be found : State Employee Compensation | Division of Human Resources (idaho.gov) (https://dhr.idaho.gov/state-employee-compensation/)

Minimum filling rate is $23.03. The final salary rate is negotiable based on experience and qualifications.

The Lands Resource Specialist position is used for training purposes for the Lands Resource Specialist, Senior. Through various types of on-the-job training, the employee will learn to carry out the duties of a Lands Resource Specialist, Senior including learning state laws and department policies and procedures.

After successful completion of the Lands Resource Specialist training plan (this will take between six (6) months and five (5) years, depending on experience) the employee will advance to a Lands Resource Specialist, Senior. This advancement may include a pay increase.

Example of Duties:

Provide assistance with program(s) budgeting, purchasing, and reconciliation of the Fire, Hazard, and FPA programs for the Maggie Creek area.

Provide leadership and supervision for permanent engine captain(s) and seasonal fire crew.

Oversee seasonal housing facilities and inspections.

Oversee facility maintenance and document the vehicle fleet and equipment inventories for the Maggie Creek FPD.

Administration of Idaho Fire Hazard Reduction laws on the Maggie Creek FPD, performing slash inspections, preparing inspection reports, and recommending a course of action for refunding hold-back monies.

Oversee Maggie Creek fire department training and grant funding.

Coordinate, administer, instruct, and document wildland fire training for district permanent and seasonal employees as well as appropriate cooperators.

Lead and coordinate the fire prevention program and Hazard Fuel Treatment for Maggie Creek.

Assist in the administering of the Maggie Creek FPD private forestry and fire protection assessment program.

Stand-in support for the Maggie Cree Fire Warden as needed.

Minimum Qualifications:

Experience:

Communicating effectively both verbally and in writing as appropriate for the needs of the audience through technical reports, business correspondence, and oral presentations.

Using Geographic Information Systems (GIS) to produce maps and analyze spatial data.

Some Knowledge of:

State and federal laws, rules, and regulations in relation to natural resource management activities.

Methods used to evaluate projects and/or data, analyze alternatives, and make recommendations.

Public land survey legal descriptions, aerial photos, and topographic and property ownership maps.

Financial analysis methods used to consider the relative costs and benefits of potential actions or proposals to choose the most appropriate one.

Other:

Possession of a valid driver's license.

Single Resource Boss and other appropriate red card qualifications.

Fire management principles

Fire behavior

Fire suppression techniques

Fuel reduction techniques

Smoke management

Fire dispatching procedures

Fire investigation methods

Silvicultural principles and soils (managing fire effects on soils and vegetation)

National Fire Danger Rating System

National Fire Management Analysis System

Operating and maintaining firefighting equipment

Supervising others

Desired Qualifications:

Education:

Associate's degree or higher in fire ecology, fire effects, fire management, fire science, or closely related land management field, such as forestry or range management.

NWCG:

Task Force Leader

Incident Commander Type 4

The Fair Labor Standards Act (FLSA) code for this position is Professional (P) Based on the FLSA code for this position, compensatory time will accrue at a rate of 1 hour for every 1 hour of overtime worked. Vacation accrual is based on the FLSA code and accrual rates can be found at: https://dhr.idaho.gov/wp-content/uploads/Section2Vacation-1.pdf (Exception: Employees engaged in Fire Suppression activities for which overtime hours are earned will be paid at the rate of 1.5 times the hourly rate for each one hour of overtime worked.
