Responsible for technical work performing digital editing to update Land Records maps for an accurate inventory of real property ownership and data on cadastral maps and associated property records and databases. Work also includes determining qualifying sales and compiling sales data and assisting the public in locating information and explaining detailed information regarding property location, listing, ownership, and deed information. Technical work includes researching various recorded deeds and other documents to determine title of ownership and resolving discrepancies in deeds and tax maps for map editing.Essential
- Reviews and analyzes deeds, surveys, estate files, judgements, civil actions, special proceedings and aerial photos to determine required map updates; changes property lines on maps for splits and combinations to create parcels utilizing GIS; updates parcel database and GIS parcel layers based on new deeds and surveys received; edits land use layer based on most recent aerial photos and runs soils/land use report for new parcels.
- Researches and reviews current and previous deeds and maps to update, edit and/or correct tax listings.
- Performs data entry to update property ownership, create new parcels and ensure all important land type information is in the data base.
- Assists the public including attorneys, realtors, and property owners as well as other staff with information or interpretation of Land Records; prints property record cards and maps as needed.
- Processes will and estate files to update and correct current property ownership and land boundaries.
- Signs off on survey maps ensuring that they comply with County and State requirements.
- Performs digital editing in GIS by coding information, labeling maps, and computing acreage, zones, and boundaries of parcels.
- Researches files, records, plats and historical documents for legal descriptions, addressing information and ownership information; reads and interprets legal descriptions; contacts attorneys and property owners when problems with deeds are identified; corrects problems that are reported by other County departments, surveys or attorneys and property owners.
- Researches and attempts to resolve discrepancies between deeds and tax maps.
- Researches and verifies ownership and works to resolve discrepancies in old deeds and property records.
- Reviews real estate sales and determines those that qualify as market rates; compiles qualifying sales data.
- Performs scanning and indexing of tax records into digital imaging system.

Special Requirements
- Obtain Mapper Certification from NC Property Mappers Association within two (2) years of hire
- May be required to be designated as Map Review Officer.
- Certification as a Notary Public.
Must be able to perform light work, exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force to constantly move objects.
Must possess the visual acuity to prepare and work with data and figures, operate a computer terminal, use measurement devices, conduct visual inspections, do extensive reading, and work with minute details of the maps.Employment Type: Full Time
