Job description

Summary
This position is a Land Management Law Enforcement Officer, GS-1801-11, working in Lakeview, Oregon, for the Division of Refuge Law Enforcement, U.S. Fish and Wildlife Services.

Duties
As a Land Management Law Enforcement Officer your duties will include but are not limited to the following:
  • Serves as a commissioned Law Enforcement Officer performing Law Enforcement duties that have been enacted to insure the protection and safe use of NWRS resources.
  • Carries out activities to deter illegal or potentially harmful activities in violation of the following Federal and State laws and regulations.
  • Familiarizes other Law Enforcement personnel with Federal and State laws governing management of natural resources and maintains liaisons, exchanges information, and coordinates ongoing Law Enforcement activities.
  • In direct coordination with the Patrol Captain, provides liaison and coordinates prosecution of cases with the state and local courts.
  • May be delegated as a State Peace Officer.
  • Provides assistance to local Law Enforcement agencies, including occasional emergency assistance.
  • Responsible for developing, coordinating, and directing all aspects related to visitor and resource protection including preventive Law Enforcement, traffic and crowd control, emergency medical services, and search/rescue on the lands and waters.
  • Meets with Service land users, such as recreationists, subsistence users, property owners, cooperative fanners, commercial and environmental interest groups.
  • Coordinates activities with the Patrol Captain on all multi-jurisdictional Law Enforcement operations and investigations with other Federal, State, and local agencies, including all civil and criminal case investigations.
  • Coordinates and supervises daily operations of the station visitor and resource protection program.
  • May be assigned to multi-agency task forces to perform special Law Enforcement activities.
  • Serves as a lead or senior officer.

  • Medical Requirements: Selectees must pass a pre-employment medical examination and may be subject to post-employment medical examinations to determine if they are maintaining the fitness standards for this position.
  • Driver's License: Selectees MAY be required to possess and maintain a valid State driver's license at all times during their tenure.
  • Firearm: Selectees will be required to carry a firearm in the performance of your duties.
  • Uniform: Official U.S. Fish and Wildlife Service uniform may be required.
  • Probationary Period: Selectees may be required to successfully complete a probationary period.
  • Notice of Financial Disclosure Report Requirement: This position is subject to a financial disclosure requirement and you will be required to complete either OGE Form 278e or OGE Form 450 as applicable within 30 days of your appointment

Qualifications
Only experience and education obtained by 03/18/2024 will be considered.
In order to qualify for this position you must possess the Minimum Qualification.
Minimum Qualification GS-11
  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-09 in the Federal service. Specialized experience must include: work performed investigating violations of laws and regulations, including laws pertaining to poaching, illegal hunting, or similar wildlife-related activities; preparing investigative case files according to standard operating procedures to ensure they meet legal requirements; reviewing Law Enforcement regulations, policies or procedures to recommend improvements or clarifications; and delivering presentations or informal talks to the public about the laws, regulations and policies. OR
  2. Successfully completed three (3) full academic years of progressively higher-level graduate education, a Ph.D. or equivalent doctoral degree, or a LL.M., in a directly related field of study: natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, Law Enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources.OR
  3. A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.
iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method. Your SF-50 will be used to confirm you meet all requirements.

The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain Land Management agencies to compete under merit promotion procedures.
Note: You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).

Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

CONDITIONS OF EMPLOYMENT:

  • DRIVER'S LICENSE: Must possess and maintain a valid motor vehicle operator's license in order to operates motor vehicles, or special purpose Law Enforcement vehicles of various types including four-wheel drives, all-terrain vehicles, motorcycles, and small watercraft.
  • Require to obtain and wear an official U.S. Fish and Wildlife Service uniform.
  • Require to submit an OF-178, Certificate of Medical Examination, if the form is not already on file.
  • Require to accept, maintain, and exercise Law Enforcement authority.
  • Must be certified in providing cardiopulmonary resuscitation (CPR) and first aid or emergency medical services (EMS).
  • Must qualify with and maintain (annual/semiannual) firearms qualification and must safely utilize firearms, nonlethal weapons, and defensive tactics in the conduct of daily activities.
  • This position sensitivity level has been designated as non-critical sensitive. The selectee must maintain favorable background investigation.
  • Lautenberg Amendment: This position authorized the incumbent to carry a firearm.
