Job description

Job Summary:
Work involves directing an out-patient medical and dental clinic for ambulatory patients who are Native American Indian.
Duties and Responsibilities:
Plan, coordinate and direct all clinic activities in accordance with contract/federal regulations.
Define and implement program health goals and objectives and make written changes where necessary.
Develop, maintain and improve program policy and procedures.
Establish relations with and shall coordinate information, services, and referrals with other health agencies, organizations and providers.
Responsible for the initial setup of all necessary components in management of the clinic.
Supervise all clinic staff and consistently maintain and improve inter-office communications at all times.
Perform the yearly, monthly, and daily personnel evaluations and the required compliance background work, applications and notices for all employees located at the Tribal Clinic. This duty includes without limitation, employees medical skill evaluations and recommendations for training, promotions, reassignments, and employee salaries.
Keep abreast of current and new health issues, topics and techniques.
Oversee budget and shall develop budget control methods.
Responsible for the collection of health care data, individual data, costs data, insurance data and various other fields of data dealing with health care provided from Clinic that will be used for reports, statistics, negotiations, grant proposals and any other reason and the input of the collection of such data within the current or a new data base system and/or the existing software programs.
Highest level of management responsible for the effective and efficient business office operations including timely billing for health care and dental services and the follow-up necessary for disallowed third part insurance reimbursements.
Management methods to include third party billing systems for medical and dental care and pharmacy services that are effectively and efficiently performed
by Clinic's personnel with prompt medical and dental records, charting and filing while maintaining the current processing of all third party billing for health services received or performed at the Clinic.
Maintain full compliance with the Tribe's and Federal, and State and any of their agencies laws, licensing and certification requirements for a medical and dental Clinic with a business office, a laboratory department, and X-ray department, a pharmacy, health care professionals and other various employees assigned to job duties at the Clinic.
Recommends the setting of the Clinic's hours of operations.
Perform all other duties and responsibilities required of position of Clinic Director, except in no event will such responsibilities include medical or dental supervision of medical staff and dental staff performing medical procedures.
Minimum Qualifications:
Masters Degree in Health Administration preferred, or in another related field. Must have had at least three (3) years management experience working in the health field or another related field with medical provider services, health care/dental care clinic administration. Will accept Bachelors Degree with five (5) or more years experience in a clinical setting with supervisory responsibility over a minimum of 5 employees.
At least three (3) years experience in Federal and State laws and regulations concerning health care, including Medicare and Medicaid and the business aspect of effectively and efficiently operating an ambulatory health care clinic including without limitation, the financial and cost accounting functions, the statistical gathering functions and all possible revenue generating functions.
Must successfully complete and pass a drug screening and criminal background check.
Skills and Abilities:
It is required by the Kickapoo Tribe that the Clinic Director position be filled by an individual who has a strong desire to work with and for Native American Indians to improve health conditions and to provide quality health care.
o Excellent verbal and written communications skills.
o Effective management and supervisory skills that will include professional and non-professional staff.
o Excellent public relation skills, including ability to interact with the person's immediate management, the Tribe's elected officials, the Tribe's citizens, and Federal and State officials.
o Excellent problem solving skills including the problems inherent to a Health/Dental Clinic setting.
o Strong business skills and working knowledge of accounting and database systems.
o Computer literate.
Privacy Act:
The Clinic Director must comply with all requirements and provisions of subpart D, of 43 CFR, Part 2, which implements the Privacy Act (5 USC 522a) (i)(l).
Drug-Free Workplace Policy:
As a condition if employment, applicants must consent to pre-employment drug testing prior to appointment, and abide by the Drug-Free Workplace Policy wile employed by the Kickapoo Tribe in Kansas.
Indian Preference Policy:
Preference in filling vacancies is given to qualified Indian candidates in accordance with Indian Preference Act of 1934 (Title 25, USC, Section 472) and Tribal Employment Rights Ordinance (TERO). Verification must be submitted with the application if claiming Indian Preference. Consideration will be given to non-Indian application in the absence of qualified Indian Preference eligible.
