Focus on service excellence, expense reduction, and evidence based decision support
Tactical approach will center on systems that support a transformation in decision making and knowledge transfer and ensures that information created and collected by the Program is provided to internal and external customers and stakeholders in a timely, cost-effective and efficient manner
This role crosses over technical and management boundaries to ensure KMT works with and enhances the Program's strategic plans and organizes technological infonnation so that it is understandable and usable in daily operations
Provide leadership with a genuine commitment to developing and leveraging best practices
Analyzes Knowledge Management in tenns of feasibility, compatibility, and cost effectiveness for the purchase and use within the Program
The position identifies, tracks, and updates KM problems and provides recommendations for problem solution
In collaboration with other infonnation technology (IT) entities will analyze IT used in other government and private operations to evaluate the relative merits of the technology, weigh cost and benefits, and make recommendations for the modification, replacement, or new purchase related to the Program's immediate and future IT needs
Evaluates perfonnance ofcontracts executed to provide KM to the Program and holds responsibility for the perfonnance measurements and testing ofthose contracts
Identifies KM needs in a mobile operational environment and supports other Teams I Branches in meeting their objectives in both exercise and real time applications
Ensure that the Program infonnation infrastructure is secure and reliable by establishing, implementing, and maintaining a comprehensive and effective cyber/computer security program to protect classified and unclassified infonnation and KM assets
Fonnulates and articulates a vision of the Program KM activities aligned with the Program's strategic plan and mission
Develops policies, plans, budget, and standards to support the Program mission and objectives in a cost effective manner and in accordance with public law and applicable regulations, including the Paperwork Reduction Act and the ClingerCohen Act
Perfonns the administrative and personnel management functions relative to the staff supervised, and establishes and clearly communicates guidelines and perfonnance expectations for KMT staff
With guidance, coordination, and approval, effects disciplinary measures as appropriate to the authority delegated in this area, reviews and approves or disapproves leave requests
Assures that subordinates are trained and fully comply with provisions ofall safety regulations
Coordinates planning for major infonnation and KM investments and assists in the development and application of programmatic perfonnance measures for these investments
Represents and serves as the Program IT liaison to other agencies
