The Opportunity (Management Analyst 5):
We are currently looking for a Juvenile Rehabilitation IT Product Ownerto oversee the enterprise system management for the Automated Client Tracking System (ACT) as well as other Juvenile Rehabilitation IT Products. This position strategically focuses on agency priorities to ensure the development of a comprehensive, behavioral health-focused client tracking system for DCYF. The primary focus of this position is product management, implementation, and support for business teams to ensure the development of agency-wide priorities. This position manages the process of developing, distributing, and maintaining the system through a deep understanding of program needs, business processes, policy, and the agile development process. This position is inherently cross-functional in responsibility for supporting the agency's vision and goals to create system alignment that meets business and agency objectives.
Some of what you will get to do:
  • Participate in developing the strategy and vision for the team.
  • Develop and maintain product roadmaps and features based on team strategy and vision.
  • Manage and implement long-range planning and organizational design processes.
  • Maintain knowledge behind key policies, practices, and procedures, how they should inform the system development.
  • Lead the prioritization for all work, scheduled and emergent, and work closely with business teams across the agency to ensure decision-making is complete at the proper level of leadership.
  • Make recommendations of features to improve data access, data-informed decisions, and end-user experience, outlines budgets, scope, and funding sources
  • Anticipate future data and reporting needs.
  • Develop short- and long-term plans to collect and manage the data.
  • Research and analyze the competitive landscape, and uses lessons learned from other state registries to inform recommendations for workforce data collection, professional development registries, and DCYF's current system.
  • Act as a point of contact between stakeholders (organizational, customer, and industry) and the project team regarding development feedback and direction.
  • Examine data and information to draw conclusions and make recommendations to solve problems.
  • Develop formal procedures for effective role design, access, and role management.
  • Monitor all development work for the system, and serve as a liaison between the IT development team and program teams to communicate the needs, completions, and risks associated with system development, including scope and limitations based on funding, capacity, or content expertise.
What we're looking for (required qualifications):
Bachelor's degree or higher in public policy, social services, business administration, education, or early childhood education with experience in business administration AND five or more years of experience developing and managing projects, implementing programs, and data analysis.
OR
Associate Degree AND seven or more years of experience developing and managing projects, implementing programs, and data analysis.
Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org

In addition to those required qualifications, our ideal applicant will also have:
  • Previous demonstrated experience displaying the ability to write policy standards, procedures, and contracts.
  • Previous demonstrated experience displaying the ability to coordinate and manage multiple projects and deadlines concurrently, and demonstrate resilience to workplace demands.
  • Previous demonstrated experience displaying strong facilitation skills for meetings, workgroups, and coordinating with multiple stakeholders.
  • Previous demonstrated experience displaying proven effectiveness working collaboratively with a team, and ability to adapt and integrate changing needs responsibilities, policies, and procedures.
  • Previous demonstrated experience writing procedures, handbooks, and general communication documents, and organizing, prioritizing, and completing multiple projects, with accuracy.
  • Prior demonstrated experience displaying the ability to write policy and statement briefs, present to multiple stakeholder groups, and clear and effective written communication.
  • Previous demonstrated professional experience and knowledge working with adult learners, and culturally diverse communities
  • In-depth knowledge of juvenile justice gained from professional experience with DCYF's involvement and responsibilities in supporting juvenile justice professionals.
  • Previous demonstrated experience and knowledge of juvenile justice policies, higher education policies, early childhood education, as well as state and federal laws and regulations.
  • Previous demonstrated experience in research, data collection, and evaluation processes.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
