​JOB RESPONSIBILITIES: In addition to the following, performs other related duties as required. Responsible for determining initial and ongoing eligibility for all public assistance based on federal and state regulations utilizing agency procedures and the evidence presented by assistance group(s); determines eligibility for emergency assistance and self-sufficiency assistance programs.

QUALIFICATIONS:Successful completion of 60 semester hours or 90 quarter hours (or the equivalent number of hours if mixed credits) at an accredited college and/or university.

ESSENTIAL FUNCTIONS OF THE POSITION:

Responsible for determining programs based on federal and state regulations and agency policy & evidence presented by assistance group(s); determines eligibility for emergency assistance and self-sufficiency assistance programs; performs other duties as required.

Initiates and maintains communication with public assistance clients to determine their continued or initial eligibility for public assistance

Maintains working knowledge of agency policies and procedures, manual regulations and community resources.

Completes all intake and redetermination processes.

Answers phone and responds to client questions/inquiries/case changes.

Interviews assistance group(s) in the office, during home visits, in other facilities or by telephone to determine an assistance groups’ program eligibility based on the information/verifications presented by the assistance group(s).

Prepares for and attends state hearings and case conferences.

Demonstrates the ability to calculate a manual budget.

Explains to the assistance group(s) all eligibility factors, correct program and benefits amount, and their rights and responsibilities, in connection with receiving assistance including any penalties for non- cooperation (sanctions).

Tracks income and resources, to include all county, state, and federal matches.

Initiates investigative referrals as appropriate.

Calculates over/under payments.

Sends out correspondence or follow-up to clients.

Conducts pre-termination prior to closing cases.

OTHER DUTIES AND RESPONSIBILITIES:

Determines eligibility for emergency assistance and self-sufficiency assistance programs, (including but not limited to Prevention, Retention and Contingency services) and makes referrals to appropriate community services.

Documents client’s barriers, concerns and case/application status.

Discusses service alternatives,

Assists in the location of goods and services.

Establishes working relationships with community organizations, programs, and agencies in order to provide needed resources to facilitate the delivery of community services.

Assists peers when appropriate.

Assists in maintaining the agency workload in the absence of other unit staff.

Reads and answers all associated and required correspondence.

Maintains logs and other tracking documents/tools as appropriate.

Performs other duties as are inherent in this position and/or classification assigned.

Presents self in a professional, ethical, and culturally sensitive manner to co-workers, staff, and other agency personnel, clients, partners and the public; adheres to all policies and procedures (e.g. division, agency, county, federal and state).

Attends meetings, conferences, workshops, seminars, and training to remain current and knowledgeable on agency, provider and program rules, policies, regulations, procedures and to receive information on available resources and requirements as directed; examines professional and technical publications to remain current on mandates, issues, techniques, and procedures.

Ability to adhere to all standards set forth in the Collective Bargaining Agreement and by supervision.

KNOWLEDGE, SKILLS AND ABILITIES: necessary to perform duties (* indicates developed after employment).

​Knowledge of: Federal, State and Local Rules and Regulations regarding eligibility programs; County and Agency policy and procedures; departmental policies and procedures*; public relations/human relations, social services; budgeting, office practices and procedures, interviewing, Ohio Revised Code*, Community Organization Operating Procedures* (websites and written resources).

Skill in: Oral & written communication; operation of personal computer; operation of routine office equipment (telephone, copier, fax); public relations, reading and comprehension; utilization of computer applications.

Ability to: Define problems; collect, analyze, and interpret data; establish facts and draw credible conclusions; perform mathematical calculations; follow verbal and/or written instructions; collate and classify information about data, people and things; answer routine inquiries from the public; communicate effectively; interpret data and technical materials; prepare meaningful reports and other documentation; develop and maintain effective working relationships with co-workers, supervisors, public officials and other community professionals, clients, and the general public; foster a team approach in the day-to-day operations; uphold the highest standards of integrity for the Agency.
