Purpose of Position
Trempealeau County is recruiting for the position of Jailer, to Establish a Candidate Pool to fill potential future vacancies. The vacancies have potential to be Part-Time/Fill-In or Full-Time.
The first round of applicant interviews will be held Tuesday, February 20th, 2024

The purpose of positions in this classification is to perform duties involving care, safety and custody of inmates in accordance with applicable state and federal laws. Daily operations, activities and decisions are made semi-independently within the parameters of Trempealeau County Jail policies and procedures. The work is performed under the supervision of the Jail Sergeant and / or Jail Captain.
Essential Functions
To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a timely manner. The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required or assigned.
Maintains safety and security of the jail, inmates, staff, and public.
Maintains inmate care, custody and control through proper supervision and monitoring.
Perform booking and release processes including, but not limited to, strip search, body scanner search, health care screening, photographs, documenting charges and bond amounts, fingerprinting, classification, warrant checks, and victim notification.
Enforces compliance of jail rules and regulations. Issues inmate discipline. Interviews, obtains statements and collects evidence. Applies appropriate force to gain/regain control of resistive or combative inmates, including use of restraints, restraint chair, and/or electronic control device in accordance with policy, procedure and training.
Facilitates court hearings, video appearances and revocation hearings. Documents outcome of the hearing.
Responds to and assists in the event of a jail emergency and/or jail evacuation. Contacts Dispatch to report the emergency and request emergency response personnel. May be required to don a self-contained breathing apparatus (SCBA), administer First Aid, AED, and/or CPR or other measures in accordance with policy, procedures and training.
Addresses inmate grievances and complaints, if possible, or refers to a jail supervisor in accordance with policy and procedure.
Conducts inmate pat down searches, property searches, strip searches, and body scanner searches. Conducts cell and facility searches for contraband, safety, security, and maintenance concerns on a regular ongoing basis. Reports concerns to a jail supervisor.
Documents and monitors inmate visitation and visitors.
Manages all access to the jail. Monitors jail cameras for safety of inmates, staff and visitors.
Dispenses inmate medications and coordinates inmate health care in accordance with policy and procedures and follows orders or directive provided the qualified health care provider. Initiates medical and/or suicide watches as necessary for serious medical and/or mental health issues. Maintains inmate health care confidentiality in accordance with the Health Insurance Portability and Accountability Act (HIPAA).
Documents, processes and distributes incoming/outgoing mail.
Manages and documents daily inmate activities such as programming, exercise, and library. Oversees and documents inmate workers and Huber inmate work schedules, appointments, and schedule.
Performs and/or manages jail/inmate housekeeping and laundry duties.
Conducts sexual offender registration, DNA collection, drug testing, and alcohol testing, preliminary breath test, as necessary and/or required.
Prepares and completes jail reports, inspection reports, and other forms/reports as required. Relays information to others authorized to receive the information in written, email, telephone or other means. Maintains department and county confidentiality requirements.
Uses objective classification system to determine proper housing of inmates. Notifies jail supervisor if an inmate safety and/or security exists prior to housing placement. Conducts specialized assignments and/or tasks as requested by the Sheriff or authorized designee.
Provides general information to jail visitors and the public. Presents a positive professional image of the Sheriff's Office through telephone, professional, public (etc.) and any other contacts during the course of their duties.
Understands and abides by department policies, procedures and Trempealeau County employee rules as outlined in the Trempealeau County Employee Handbook.
Performs routine maintenance to equipment.
Assists maintenance department, fire department, EMS, and SWAT team during jail emergencies.
Performs cleaning, custodial, and laundry tasks.
Replenishes paper supplies, removes trash/refuse, distributes and stores supplies.
Knowledge, Skills, and Abilities
Ability to analyze and categorize data and information in order to determine the relationship of the data with reference to Established criteria/standards. Ability to compare, count, differentiate, measure, assemble, copy and record and transcribe data and information. Ability to classify, compute and tabulate data.
Ability to persuade, convince, and/or train others, including the ability to act in a lead worker capacity. Ability to advise and interpret how to apply policies, procedures and standards to specific situations with limited supervision.
Ability to prepare and maintain accurate oral and written reports and records.
Ability to Establish and maintain effective working relationships with law enforcement officers, co-workers, the public, other agencies and the inmate population.
Ability to add, subtract, multiply and divide.
Ability to use functional reasoning and apply rational judgment in performing diversified work activities.
Ability to exercise the judgment, decisiveness and creativity required in emergency/critical situations involving the evaluation of information against sensory and/or judgmental criteria, as opposed to criteria which are clearly measurable.
Training, Experience and Other Requirements
High school diploma or equivalent. A valid motor vehicle operator's license required. Must successfully complete Transaction Information for Management of Enforcement (TIME) certification, Wisconsin Jailer certification training, CPR/AED certifications, Taser training, Pepper Spray training, Body Scanner training, Field Training Program and computer database management training/experience preferred. U.S. citizenship, age of majority, and absence of physical, emotional or mental conditions which may affect performance required. Extensive background investigation.Ability to effectively communicate using the Spanish language a plus.
