Summary
Manages the daily activity of the Jail Division of the Issaquah Police Department. Assures the safety and security of the facility, inmates, employees and the public. Ensures the Jail adheres to all local, State and Federal laws and regulations. Supervises and evaluates the performance of the employees of the Jail and evidence room. Provides statistical reports and recommendations to Command staff for operational effectiveness.
DISTINGUISHING CHARACTERISTICS
Work is distinguished from the Corrections Officers by supervisory duties involved in coordinating and directing the programs, operations and activities of the Jail division of the Police Department. Makes recommendations in operational and strategic planning for the division.

Essential Functions
  • Plan, organize, coordinate and oversee the daily operations of the City's jail facilities; analyze the effect of new or revised legislation on jail operations.
  • Serves a Prison Rape Elimination Act (PREA) Compliance Manager.Monitors PREA standards and ensures staff compliance with training, reporting and investigations.
  • Administers the Jail's Livescan finger print system ensuring adherence to State regulations.
  • Analyze and recommend improvements to existing processes of the division.
  • Assure the security and welfare of jail inmates; oversee the supervision of inmates' daily activities; supervise screening of items going in and coming out of inmates' cells; supervise routine security checks; assure jail area is maintained in an orderly manner.
  • Hire, train, supervise and evaluate the performance of Jail and Evidence Room Employees.Plan, assign and direct work.Evaluate performance, coach and counsel, reward and recognize, address complaints and disputes and implement department and individual expectations.
  • Resolve complex, unusual or sensitive issues.Coordinate with Command staff and legal counsel as necessary.
  • Assist in the preparation, presentation and administration of division budgets; assist in setting goals and objectives; evaluate resources and methods available to accomplish goals and objectives.
  • Prepare and maintain a variety of statistical and financial reports related to personnel budget and jail activities; review and evaluate reports and other documents prepared or maintained by subordinates.
  • Establish, implement and update policies and procedures consistent with department rules and regulations for area of assigned responsibility.
  • Supervises of the storage and preservation of property and physical evidence in the possession of the Police Department.
  • Oversees the Electronic Home Detention (EHD) Program.
  • Directs the preparation and maintenance of inmate records and documentation related to facility operations; reviews reports prepared by subordinates to ensure that they are accurate and prepared in a professional manner; compiles statistics and prepares periodic reports of correction activity.
  • Manages the efficient use of vehicles, equipment and supplies assigned to the jail.
  • Investigates complaints related to jail activities; coordinates and conducts hearings
    related to inmate disciplinary action and reclassification status; assures compliance with due process laws and preparation of appropriate written documentation.
  • Carries out court orders related to inmates and facility.
  • Operates control room; monitors and operates closed circuit television cameras and emergency monitors; controls all entrances, doors, and gates within the facility; and watches for potentially dangerous, suspicious situations, or activities within the facility.
  • Coordinates with contract police agencies to ensure proper jail population.Prepare monthly billing reports.
  • Coordinates services with probation departments, health services, other correctional facilities and court of contract agencies.
  • Coordinate assigned activities with other Police Department Divisions, City Departments, outside agencies, attorneys and other individuals.
  • Attends and represents the City of Issaquah at local, regional, and state level functions.
  • Coordinates the proper maintenance of Issaquah City Jail with City facilities maintenance staff.
  • Perform duties of the Corrections Officer or Corrections Transport Officer as needed.
  • Performs other related duties as assigned.

Qualifications
  • High School diploma, or G.E.D.; Associates degree preferred.
  • Five years of previous corrections experience.
  • Supervisory experience preferred.
  • Certified Jail Manager preferred.
  • Any combination of education and experience which would provide the applicant with the desired knowledge, skills and abilities required to perform the job will be considered.
SPECIAL QUALIFICATIONS
  • Must complete Criminal Justice Training Corrections Academy.
  • Satisfactorily pass a medical exam, psychological exam and background investigation.
  • Possession of a valid Washington State Driver's License with a driving record free of serious or frequent violations.
  • Access certification.
  • Maintain and operate a portable Breathalyzer unit.
  • Maintain and operate a taser.
  • Maintain and operate a firearm.

Knowledge, Skills & Abilities
Knowledge of:
  • Federal, State and local laws governing corrections facilities as well as technical knowledge of modern practices and proven techniques of corrections and corrections program management.
  • Prisoner rights under the 1st, 4th, 8th and 14th Amendments to the U.S. Constitution.
  • City and Police Department policies and procedures.
  • City ordinances, labor agreements and related federal and state rules and regulations and their applicability to daily operations and institutional policies.
  • Supervisory principles and practices and ability to effectively plan, supervise, train, and evaluate the work of subordinates.
  • Budget preparation and fiscal control.
  • Rules of evidence.

  • Plan, organize and coordinate the jail section and auxiliary services divisions, as well as establish and direct jail procedures and activities.
  • Maintain high morale and set and maintain a positive role model for all personnel.
  • Motivate and direct correction staff.
  • Learn, apply and explain laws, codes, rules, regulations, policies and procedures.
  • Implement applicable legal requirements impacting jail records and law enforcement.
  • Apply effective methods to respond in a proactive manner to legal issues in jails.
