The IT Security and Compliance Specialist II is responsible for leadership and oversight of organization-wide cybersecurity and compliance efforts, ensuring alignment with industry standards and regulations. Responsibilities include developing and implementing advanced security measures and protocols, such as network control mechanisms and application access controls, to safeguard against unauthorized access and cyber threats. Additionally, the Specialist II will conduct comprehensive security scans on network systems, application systems, and other computer equipment. Strategic contributions will extend to the tactical development and implementation of risk management, business continuity planning, and disaster recovery plans. The incumbent will be instrumental in identifying, analyzing, and mitigating threats to internal IT systems and networks, leveraging advanced techniques and technologies. This role will involve driving the testing, implementation, deployment, maintenance, and review of infrastructure hardware and software to effectively manage network and security resources. Proactively monitors networks to detect and remediate unauthorized activities, responding swiftly to crises or urgent situations to mitigate potential threats as well as perform in-depth assessments of systems and networks, identifying deviations from acceptable configurations, agency policies, and regulatory requirements. Execute Defensive Cyberspace operations to support mission requirements as directed by senior leadership. Provide mentorship and guidance to junior team members, fostering their professional development and enhancing overall team capabilities.
This is a full-time position (40 hours per week) with State Benefits.
NCNG's cyber team provides continuous cyber support to the State's critical infrastructure, networks, and data from cyber threats by providing responsive and effective cybersecurity capabilities. NCNG partners with State, Local, Tribal, and Territorial organizations to provide proactive and reactive assistance to ensure critical assets are protected and secured against malicious actors. NCNG's cyber team provides superior cyber defense and security capabilities in order to protect our nation's critical infrastructure and assets. NCNG will leverage the team's expertise, agility, and readiness to detect, prevent, and respond to cyber threats in support of federal agencies and our country's cybersecurity posture.

The salary grade for this position is DT10. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.
About the NC Dept. of Public Safety (DPS):
The mission of DPS is to safeguard and preserve the lives and property of the people of North Carolina through prevention, protection, and preparation with integrity and honor. Included in this department are Alcohol Law Enforcement, Criminal Justice Information Network, Emergency Management, Juvenile Justice and Delinquency Prevention, NC National Guard, NC Office of Recovery and Resiliency, Samarcand Training Academy, State Capitol Police, and State Highway Patrol. To qualify for this position, applicants must document on the application that they possess ALL of the following:
  • Experience conducting complex penetration tests on networks, applications, and systems, identifying vulnerabilities and assessing their potential impact.
  • Experience with vulnerability databases like CVE, NVD, and exploit databases to keep up with the latest threats.
  • Experience in reverse engineering to analyze malware and the development of custom exploits.
  • Experience leading a team, assigning tasks, providing guidance, and ensuring quality and timely delivery of assessments.
  • Documented experience managing multiple cyber hygiene assessments.

Bachelor s degree in computer science or a related IT field or closely related field from an appropriately accredited institution and two years of progressive experience in IT Security or closely related area.

Associates degree in computer science or a related IT field or closely related field from an appropriately accredited institution and three years of progressive experience in IT security or closely related area.
or
an equivalent combination of education and experience.
Other necessary requirements:
Per 5 CFR 731, upon appointment, applicant must be able to obtain a favorable suitability and fitness determination from a Tier 1 background investigation conducted by the Office of Personnel Management. Failure to obtain a favorable determination may result in termination of employment.
IAW AR 380-67, Chapter 3-54, Table 3-1, this position is designated as ADP-I and therefore requires a BI/SBI background investigation.
