Description of Work
The IT Security and Compliance Specialistprovides security expertise to the DST Information Security Manager. It is responsible for protecting agency’s critical and high-risk information assets by designing, maintaining, supporting various security systems and services.
This position will:
- Operate and maintain DST IT Security services.
- Lead and assist in the completion of project addressing IT Security weaknesses or non-compliance.
- Monitor security events and triage alerts to identify, investigate and respond to threats.
- Provide information security consulting to Technical Services, Systems development sections and other sections as needed.
- Assist Information Security Manager in responding to audits and assessments.
- Collaborate with leaders and practitioners in IT security, and other roles across the organization to plan and implement a cybersecurity strategy that meets the business needs of an organization.
- Investigate security trends, emerging threats, vectors and evaluate and implement solutions to mitigate those threats.
- Support Information Security Manager with IT Governance & Risk Compliance(GRC), and Security posture management.
The purpose of the Information Systems Division is to develop, implement and support automated systems that meet the programmatic requirements of the Department of State Treasurer (DST), and to ensure that the information resources are utilized in the most efficient and cost-effective manner. The Division is comprised of three sections
The Information Security Section manages the implementation, maintenance, and compliance of the DST Information Security Program. The team is also responsible for reviewing the existence and reliability of Information Technology (IT) security controls and assessing information security risk to information assets.
Knowledge, Skills and Abilities / Competencies
Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:
- Advanced experience in identity and access management systems
- Microsoft 365 Security Operations experience and endpoint security management.
- Moderate knowledge in all aspects of Microsoft Windows including OS, Active Directory, Group Policy, and Security settings.
- Moderate skills in PowerShell scripting
- Moderate knowledge of Linux..
- Moderate networking skills.
- Advanced skills in PowerShell scripting.
- Advanced knowledge in all aspects of Microsoft Windows including OS, Active Directory, Group Policy, and Security settings.
Minimum Education and Experience Requirements

Bachelor’s degree in computer science or a related IT field or related degree from an appropriately accredited institution and two years of progressive experience in IT Security or closely related area;
OR
Associate degree in computer science or a related IT field or related degree from an appropriately accredited institution and three years of progressive experience in IT Security or closely related area;
OR
an equivalent combination of education and experience.
