Job description

The Resident Services IT (RSIT) department is seeking an IT Quality Assurance Analyst III with experience in a government environment supporting property tax. This position will perform and lead Quality Assurance activities at the department level or for key components at the enterprise level. RSIT employees act as technical partners of excellence and leaders in developing innovative solutions, which help responsibly and efficiently fund Hennepin County services that enhance the well-being of our communities.

Location and hours:
This position is remote. Remote workers may be required to come onsite 0 to 12 days per year for work meetings, trainings, or any other reasons their supervisor deems necessary (and this may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours are typically Monday through Friday, between 8 a.m. and 4:30 p.m., with some flexibility. While this position is designated as remote, based on current requirements hires must reside in or relocate to Minnesota.
New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

At this time, employees may be eligible to receive an additional cash merit of up to $2246.99 that can be earned annually based on performance.
In this position, you will:
  • Write, maintain, and execute test scripts, test cases, and test plans for functional, integrational, regression and systems testing for both vendor applications and applications developed in-house.
  • Troubleshoot, mitigate where necessary and resolve testing issues.
  • Translate business requirements into test requirements.
  • Review functional and technical specifications to develop test plans, scenarios, and test cases.
  • Review and recommend manual testing processes.
  • Identify data to be used for testing using SQL scripts.
  • Establish and maintain documentation of test results.
  • Maintain a defect tracking system to ensure all critical issues are resolved at the completion of a project.
Need to have:
  • One of the following:
    • Eight years or more of IT experience.
    • Associate's/vocational/technical degree in computer science, management information systems (MIS), information technology, or an approved information technology field related to the position and six years or more of IT experience.
    • Completion of five college/vocational/technical technology courses and six years or more of IT experience.
    • Completion of an approved IT Hennepin County internship and six years or more of IT experience.
    • Bachelor's degree or higher in computer science, management information systems (MIS), information technology, or an approved information technology field related to the position and four years or more of IT experience.
Nice to have:
  • Eight years or more of IT Quality Assurance experience.
  • Seven or more years of mainframe testing experience.
  • One year or more of experience:
    • As a Quality Assurance Analyst working in a government environment with property tax.
    • Writing test cases for SQL queries.
    • Leading project retrospectives.
  • Experience:
    • Writing, maintaining, and executing test scripts, cases, and plans for testing levels (integration, system and (UAT) user acceptance testing) and testing types (functional testing, smoke testing, compatibility testing, end-to-end testing, exploratory testing, regression testing) and managing/tracking defect logs.
    • Filling the role of Project Manager and Business Analyst on IT projects.
    • With test management tools (e.g., Jira, Azure Devops (ADO), TestRail, HP ALM).
  • Knowledge of project management and business analyst disciplines and principles.

Resident Services IT (RSIT) manages the overall technology for the Assessor's Office, Elections Department, Service Center Department, Library, and Examiner of Titles, in addition to the Land Information and Tax Services Department which includes the Strategy and Support Division, Recorder and Registrar of Titles Office, Survey Division and Property Tax Division.
