Position Description
Under the direction of IT department senior management, the IT Project Portfolio Manager oversees all projects involving the IT department. Utilizing project management software or comparable tools, the individual will develop, maintain, and combine all plans to review resources. This will include regular meetings with project team members, reporting to upper management and reassigning resources
Typical Tasks
  • Develops, leads and facilitates creation and/or adoption of a program management process for the IT department as needed. Specific work will require establishment and definition of project management tools, templates, processes and metrics in order to measure and improve program delivery across the team.
  • Meets with teams on an as scheduled basis, determines if tasks are on track, updates for accomplishments, determines if resources are properly allocated and adjusts plans if necessary.
  • Provides written or verbal reports to IT management and the Executive Management team. Clarifies goals, objectives and progress. Involves stakeholders in resource reallocation.
  • Supervises project team members and holds them accountable for their responsibilities and deliverables. Orients and trains, assigns and monitors work, sets goals, evaluates performance, recommends rewards and/or developmental actions. Provides feedback on performance, documents in the performance evaluation system and informs management when additional training or skill development is required.
    Responsible for an equitable delegation of work assignments, prioritizes work, allocates tasks and reports work progress to management.

Education :
Bachelors Degree
Experience :
  • Over three years in project management.
  • Over 5 years business or information technology experience.

Health Benefits are offered to employees working at least 30 hours per week.
Health Insurance - The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following 30 days of employment for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.
Dental Insurance - Coverage becomes effective the first day of the month following 30 days of employment. Employees, their spouse and dependent children are eligible for coverage.
Life Insurance - The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.
Retirement:
- NC Local Government Retirement System -All benefits eligible employees make a mandatory 6% contribution every pay period.
- Deferred Compensation - The city contributes an amount equal to 4.5% of the annual salary to either the 401(k) or 457 plans regardless of employee contribution. Employees may choose to contribute additional money to the deferred compensation plans, without a match from the City, within the IRS guidelines.
Paid Leave (offered to employees working at least 1,000 hours annually*):
- Sick Leave - 12 days accrued each year
- Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
-Holidays - 12 paid holidays annually
-Paid Parental Leave - Six weeks of paid leave for the birth, adoption or placement of a child (must run concurrently with FMLA).
*Part-Time Employees will earn paid leave benefits on a pro-rated basis.
