Job description

Performs responsible professional and technical work installing, developing and maintaining County application software. Work involves the creation of new programs and reports along with the support of existing programs using a variety of software development tools and requires a great degree of job knowledge and programming expertise in checking new and existing programs for errors in logic and efficient computer utilization.

ESSENTIAL JOB FUNCTIONS

  • Consults with department users, analyzes workflow and determines and documents department's information technology needs: evaluates available application packages; and recommends alternatives.
  • Provides project documentation and technical recommendations regarding needed application criteria and specifications.
  • Develops from workflows the file structures, database structures and data collection methods: works with departments to design forms, reports, processing methods, and system control procedures.
  • Enhances code, tests, documents, and implements computer programs to accommodate changes in business process flow.
  • Identifies errors, makes modifications and/or corrections to existing programs and applications: performs the necessary testing to ensure the integrity and proper functioning of the software; and diagnoses and repairs failed batch runs and data feeds.
  • Assists in the analysis of new information technology projects.
  • Installs, maintains, and supports enterprise applications.
  • Designs and implements new reports and forms using a variety of software development tools.
  • Designs and codes new programs: and supports existing programs using a variety of software development tools.
  • Writes documentation specific to program flow and development approach: writes documentation specific to necessary program revisions, modifications and enhancements; and provides user training as needed.
  • Provides technical support for applications and programs; troubleshoots problems and provides solutions.
  • Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
QUALIFICATIONS
  • Bachelor's degree:
    • Preferred:
      • Computer Sciences
      • Computer Programming
  • One (1) year of experience in programming, systems analysis and/or implementation of programs.
  • Or an equivalent combination of relevant training, education, and experience.

Licenses and/or Certificates:None.
  • Considerable knowledge of systems analysis, programming and information technology concepts, techniques and principles.
  • Knowledge of operations and practices of local government; ability to analyze and interpret departmental functions, procedures and policies.
  • Ability to analyze departmental workflows, methods, and procedures using flow charts; ability to show system linkage, data movement, resource requirements, and in documenting specifications for handling, processing, and output preparation for each system function.
  • Knowledge of Windows development using relational database tools and screen/forms interface tools.
  • Knowledge of computer programming techniques and web technologies; ability to test system segments to determine requirement adequacy.
  • Ability to logically structure and code computer programs to optimize application performance.
  • Ability to interpret program languages, computer operations manuals and other appropriately related materials.
  • Considerable knowledge of data structures and relational database design; Ability to use database levels of security and control procedures.
  • Considerable knowledge of MS SQL Server, MS SharePoint, Visual Studio, VB.NET, ASP.NET, CSS, HTML, T-SQL, XML, XSLT, JavaScript, and MS Power Platform.
  • Strong analytical and quantitative skills; ability to perform basic accounting functions.
  • Strong organizational skills, time management and project management skills; ability to handle multiple tasks at the same time and to work long hours on highly technical projects.
  • Strong written and oral communication skills to include public speaking and the ability to develop effective proposals.
  • Ability to establish and maintain effective working relationships.
  • Ability to provide internal/external guidance and customer assistance via all forms of communication.
