Job Summary:
The Department of Economic Security, Division of Technology Services (DTS), is seeking an experienced and highly motivated individual to join our team as an IT Procurement Analyst 1.
The IT Procurement Analyst 1 is responsible for agency-wide financial and procurement functions, related to IT products and services. This includes Software, Software as a Service (SaaS), Hardware (Desktop, Data Center), Cloud Infrastructure, Telecommunications, IT implementation, Advisory and Managed Services, and new and emerging technologies. The Procurement Analyst ensures that products and services are procured in the best interest of the state. This position is responsible for the evaluation of IT vendors and contracts including the Requests for Quotes (RFQ), Request for Proposals (RFP) and Requests for Information (RFI). The Procurement Analyst provides recommendations for supplier selections based on research, supports the business areas in evaluations of goods or services, and provides support in negotiations.

Job Duties:
  • Reviewing license usage and verifying the continued need for products and services.
  • Determining the appropriate licensing and maintenance requirements.
  • Complete procurement docs and obtain quotes and ensure valid contract vehicles.
  • Review/Negotiates commercial terms and entitlements/restrictions.
  • Leading/facilitating stakeholder meetings and reviewing detailed business requirements.
  • Developing procurement documentation (RFQ, SOW RFI)
  • Reviewing/negotiating commercial licensing terms, entitlements/restrictions, confirming/recommending the type and quantity of licenses to procure.
  • Providing forecasts, analysis, and monitoring of division spending; including preparing a variety of fiscal and monthly reports that may involve detailed analysis of financial outlooks, spending trends, staffing levels, and other comprehensive analyses.
  • Utilizing metrics to identify process improvement opportunities.
  • Identifying opportunities for development, both personal and within other areas of responsibility as assigned.

Knowledge, Skills & Abilities (KSAs):

Knowledge In:
  • IT products and Services (i.e. Software, SaaS, Hardware (Desktop, Data Center, Cloud Infrastructure, Telecom, IT Services).
  • Principles, concepts, and practices of procurement and purchasing laws, regulations, rules, policies, and procedures.
  • DES Financial systems, reporting and analysis.
  • DES invoice payment policies.
  • DES computer security procedures.
  • DTS technology goals and objectives.
  • State government organization and reporting structure.

Skills In:
  • Maintaining organized and accurate records.
  • Establishing priorities and time management.
  • Multiple automated computer systems and software applications (Excel, Word, IT Service Management Tools, and G-Suite).
  • Problem resolution with minimal impact on the customer base.
  • Multi-tasking in a fast-paced environment with changing priorities.
  • Analyzing and interpreting financial data.
  • Designing statistical reports, analysis of spreadsheets and report summaries

Ability To:
  • Communicate verbally and in written formal financial or procedural information to skilled and unskilled audiences.
  • Analyze and interpret information including statistical data.
  • Detect errors, anticipate, and eliminate errors, and maintain a smooth workflow.
  • Use a statewide procurement system and work independently with time-driven deadlines.
  • Lead and facilitate stakeholder meetings.
  • Apply project management skills for project-based procurements.
  • Research and evaluate services to make recommendations.

Selective Preference(s):
Bachelor’s degree preferred with a concentration in finance, supply chain management, or other business-related degree, or two years of relevant IT procurement experience.
Pre-Employment Requirements:
  • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all
  • newly hired State employees.
  • Successfully pass background and reference checks; employment is contingent upon completion of the
  • above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management-Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintain valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State-sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS-defined benefit plan provides for life-long income upon retirement.
