Under general supervision by the IT Director of Clinical Infrastructure and CIO, provides day-to-day operations of the Picture Archiving and Communications System (PACS) and third party clinical applications on a multi-site/multi-facility basis for Steinberg Diagnostic Medical Imaging (SDMI) to facilitate optimal system performance and to ensure that medical image storage/retrieval is accurate, reliable and timely and conducted in compliance with internal policies and regulatory requirements. The PACS Administrator II is responsible for various aspects of digital imaging, including image transfer from DICOM (Digital Image Communication in Medicine) imaging modalities, storage of clinical data in a secure environment, and distribution/display of both clinical images and corresponding diagnostic information. Duties will include but not limited to: Analyzes PACS workflow inefficiencies and operational processes in individual departments and implements approved workflow changes. Serves as the Tier II support for PACS Administrator I for all issues relating to PACS. Provides user education, support and documentation for all PACS related application and system softwares, new systems and upgrades, databases, and interfaces. Assist in planning and implementation of PACS software and hardware. Timely reviews of the PACS policies and procedures that drive security, disaster recovery, data integrity, and workflow improvements. Assist IT Director of Clinical Infrastructure in day to day operational duties. Provide recommendations for system changes and participate in search process. May perform other job duties as necessary for the efficient operation of SDMI.

MINIMUM SKILLS, ABILITY AND REQUIREMENTS:

· High school graduate or equivalent (Bachelor’s degree is a plus) and a minimum of three (3) years experience that is directly related to the Healthcare IT industry and or responsibilities specified. A+ Certification required and MCSE is a preferred.

· Current registry in Radiologic Technology (ARRT) is strongly preferred.

· CPAS (Certified PACS Associated) and/or CPSA (Certified PACS System Analyst) strongly preferred.

· (MCSA) Microsoft Certified Systems Administrator

· General knowledge of the HIPAA

· Knowledge of the principles, standards, practices and tools relating to PACS system development, support and administration.

· Knowledge of the content, intent and application of regulations, policies, standards, operations and requirements applicable to the matters under designated scope of responsibility.

· Knowledge of the functionality and use of specific radiology applications (e.g. Digital Dictations, RIS, PACS, Clinical applications, etc).

· Knowledge of Internet standards and protocols sufficient to perform the duties of the position.

· Knowledge of medical/imaging terminology, human anatomy and imaging department processes and workflow.

· Knowledge of the healthcare industry and associated business practices, and of general Healthcare Information Systems technology.

· Knowledge of formal methodologies for planning and executing application development, enhancement or support (System Development Life Cycle).

· Knowledge of IT security principles, standards, practices and tools as they relate to PACS technology.

· Knowledge of basic concepts, standards and tools relating to database administration.

· Ability to manage daily PACS operations, including image workflow, archiving, auto-routing and pre-fetching and related activities.

· Ability to understand and apply DICOM (Digital Image Communication in Medicine) and HL7 (Health Level 7) Interface Standards as required by the duties of the position.

· Ability to read, analyze and interpret complex documents and to identify/interpret technical requirements/specifications.

· Ability to identify project issues, risk, weaknesses and/or critical problems, and to implement timely corrective action to forestall or remedy.

· Ability to explain IT concepts/requirements to technical and non-technical audiences, and to convey information effectively in verbal and written communication, and group meetings/presentations.

· Ability to keep abreast of new and emerging information technologies and/or industry trends, and their application to healthcare business processes.

· Ability to work effectively on concurrent multi-disciplinary projects and to work well under pressure of tight timelines.

· Ability to establish and maintain effective working relationships as required by the duties of the position, including various management levels, medical staff, vendors and external organizations/agencies.

· Ability to understand and apply structured processes of analysis, design, testing, implementation and documentation as relates to the duties of the position.

· Ability to use the capabilities of Microsoft Project (or equivalent) in defining, planning, sizing, resourcing, managing and reporting information systems projects.

· Vehicle registration must be current while vehicle has to be reliable and auto insurance must be up to date.

· Must possess a valid Nevada driver’s license.

· Travel to multiple diagnostic clinics/administrative office

· This position requires the ability to maintain effective working relationships with all employees including top levels of management.

· Other duties as assigned.
