Job Summary
MAJOR FUNCTION: The IT Manager for Public Safety plays a crucial role within the Information Technology and Public Safety Department in overseeing and managing a technical support team at the Emergency Operations Center (EOC). This position is responsible ensuring the security and integrity of the EOC network infrastructure, implementing cybersecurity measure, managing an array of Public Safety applications, with interfaces to internal and external systems and providing technical leadership to the team.
Essential Job Functions
KNOWLEDGE, SKILLS, AND ABILITIES NEEDED IN ORDER TO PERFORM ESSENTIAL JOB FUNCTIONS:
KNOWLEDGE:
- Extensive knowledge of network architecture, design, and protocols.
- Proficiency in cybersecurity best practices and threat mitigation.
- In-dept understanding of firewall management, intrusion detection systems, and network monitoring.
- Proficiency in information systems programming, administration, and troubleshooting.
- Familiarity with industry-standard security frameworks and compliance requirements.
- Operating systems, database engines, web servers; hardware platforms, networks, software application development, report writing tools.
PREFERRED KNOWLEDGE BUT NOT REQUIRED:
- Knowledge of local, state, and federal policies, laws and regulations related to network security and FBI Criminal Justice Information Systems (CJIS) Security Policy.
- Knowledge of multiple Public Safety systems such as Computer Aided Dispatch (CAD) system, 911 Phone Systems, 800 MHz Radio Systems, Logging Recorders (Nice), ESRIs ArcGIS, WebEOC, Chameleon and Everbridge.
- Knowledge of the operation of an Emergency Operations Center (EOC) from a technology perspective.
SKILLS:

- Ability to develop detailed budgets with supporting justification for annual and multi-year requirements.
- Develop and test programs; oversee testing application programs; oversee and coordinate maintenance on computer and telecommunication systems.
ESSENTIAL JOB FUNCTIONS:
- Supervise and lead technical support team in managing and maintaining the EOC’s network infrastructure and security measures.
- Cross-train team members to ensure a well-rounded skill set within the department.
- Develop and monitor network and security policies, procedures, and protocols.
- Implement and manage cybersecurity measures to safeguard the organization's data and systems.
- Perform all other duties as assigned, including staying up to date with industry trends and emerging threats.
- Serves as the Criminal Justice Information System (CJIS) Local Agency Security Officer (LASO) and ensures compliance with the FBI-CJIS Security Policy and any other applicable security requirements.
- Maintain the Public Safety Department’s IT Continuity of Operations Plan and maintain and coordinate the IT response with regards to County IT Department, and other Public Safety agencies Continuity plans.
- At times, work more than 40 hours in a work week, as required, including evenings, holidays, and weekends, including being on call, as-needed, and promptly handle urgent calls for service regarding system problems and outages during off-duty hours.
- Provides technology support as a member of the EOCs Emergency Support Function structure in emergency situations.
- Conducts internal security audits and testing.
- Trains department employees in security procedures.
- Creates and implements network security policies, application security, access controls and department data safeguards.
- Performs other related work (including weather or other extreme emergency duties) as required.
- Available and prepared to respond to any emergency / disaster or potential emergency, twenty-four (24) hours a day, seven (7) days a week.
ESSENTIAL PHYSICAL SKILLS: Requires manual dexterity sufficient to operate a keyboard, calculator, telephone, copier, and other related office equipment as necessary. Good vision and hearing with or without correction. Occasional walking and frequent standing may be required. Ability to occasionally lift 30 pounds. Reasonable accommodation may be made to enable individuals with disabilities to perform essential functions.
ENVIRONMENTAL CONDITION REQUIREMENTS: Work in a restricted access area, typical office environment with other staff speaking on phones and radios in communications center. Occasionally may have to work in the server room or other equipment areas that are kept at lower temperatures for period of time to repair, maintain or replace equipment. Work is generally performed during normal business hours although it may be required to work any schedule that fulfills the needs of the position.
WORK HAZARDS: Possible vision or hand/arm dysfunction due to heavy computer work.

Qualifications
EDUCATION: Graduation from an accredited college or university with a bachelor’s degree including major course work in Information Systems, Information Technology, Computer Programing, Computer Science, or a closely related field.
EXPERIENCE: A minimum of four (4) years of relevant experience in network administration and security, with a minimum of 3 years in a supervisory or leadership role. A comparable amount of training or experience may be substituted for the minimum qualifications.
LICENSES, CERTIFICATIONS, OR REGISTRATIONS: Successful completion of CJIS Security Awareness and LASO Training is required within three (3) months of hire.Successful completion of FEMA ICS 100, 200, 700 and 800 incident management courses are required within six (6) months of hire. Valid Florida’sDriver’s License and must maintain a good driving record.
