Must be a US Citizen who currently possesses a Secret Clearance. This is a hybrid position and will be required to be onsite 1-2 days a week.
Support the IT directorate's Program Support Office in accomplishment of a full range of Planning, Programming, Budgeting & Execution (PPBE) processes including budget formulation and justification, execution and analysis, and spend plan management. All tasks shall be undertaken by the contractor in a team environment with Government employees from the IT Program Management department to assist with Program Objective Memorandum (POM) formulation; Budget Estimate Submission (BES); President's Budget (PB) formulation; financial reconciliations; vendor pay operations; processing and maintenance of obligations; and maintaining IT financial trackers.
Required Skills
- Knowledge of federal budgeting (PPBE) and procurement vehicles ( year of experience)
- DOD and/or Federal financial management experience (2 years of experience)
- Proficient in Microsoft Excel/ Microsoft Office Suite (2 years of experience)
- Minimum of 4 years of relevant experience
- Bachelor's degree - Finance or Accounting preferred
Preferred Skills
- Experience executing Program Objective Memorandum (POM) formulation; Budget Estimate Submission (BES); President's Budget (PB) formulation (1 year)
- DoD IT financial management experience (1 year)
- Expert in Excel data manipulation, visualization and automation (1 year)
- ULO support experience desired, e.g., Dormant Account Review - Quarterly (DAR-Q) execution (1 year)
- Experience working in Government Enterprise Resource Planning (ERP) systems such as GFEBS, DAI, DCAS, JICAP, ADVANA, etc. (1 year)
Certifications:
- CGFM Preferred, CDFM preferred, CPA preferred
Provide primary job duties:
Job Duty 1 with 30% of time - Perform budget execution tasks, e.g., update annual Spend Plan, tracking purchase acquisition statuses, PPBE execution
Job Duty 2 with 25% of time - Create and maintain IT financial trackers
Job Duty 3 with 25% of time - Coordinate tasks with Program Office, Contracting, Accounting, Performers in order to submit and track acquisition packages
Job Duty 4 with 20% of time - Perform review and analysis of commitments, obligations, invoicing, and ULOs, e.g. executing quarterly DAR-Q efforts
