Job description

The Position:
Under the direction of the Deputy Director of the Information Technology (IT) Contracts Division within the Department of IT, IT Contracts Managers are responsible for managing the complete lifecycle of agreements from initiation, negotiation, stakeholder approval, execution, monitoring, and renewal through retirement. The IT Contract Manager will execute contract governance, compliance, change orders, and renewals, assist in obligation management, and, in collaboration with IT Service Managers, handle dispute management in the best interests of the City. The position will be hybrid.
The position will be responsible for managing large managed service provider (MSP) contracts, monitoring resource unit consumption, enforcing service level agreements, assessing financial penalties for non-performance, and developing contract change orders with stakeholders and the MSPs. Responsibilities also include conducting requests for information (RFI), request for proposal (RFP), invitation to bid (ITB), and other competitive procurement processes for technology goods and services. The position will also be responsible for developing statements of work for deliverables, City Council reports for contract approvals, and industry research to drive contract best practices and align procurements with industry standards and competitive services.
This position also reviews new IT projects during the IT Governance process by reviewing proposed contracts, analyzing risks, and recommending strategies to negotiate the best terms for IT materials and/or services. The IT Contract Manager also assists City departments by researching the market for various options for IT materials, services, and service delivery options with enforceable service level metrics. IT Contract Managers provide and maintain templates and standards for use by other departments for IT-related City solicitations under development.

Key Areas of Responsibility:
  • Administration and management of the City $250M+ portfolio of IT service contracts including data center, cloud, network, voice, application support, workplace services, cross functional, and security operations center and other, underpinning agreements.
  • Collaboration with procurement and IT colleagues to assist with developing statements of work (SOWs), requests for information (RFIs), invitations to bid (ITBs) and requests for proposal (RFPs) to fill a sourcing need.
  • Participates in development, review, evaluation, selection, and award of IT solicitations citywide.
  • Contract development, amendments, change orders, license renewals, and audits for enterprise software applications, hardware maintenance, IT support, and other supporting agreements.
  • Maintain relationships with vendor teams to ensure optimal service delivery and prompt escalation of issues.
  • Negotiation of IT contracts to obtain the best value and terms for the City.
  • Enforce fee reductions for missed service level agreement deliverables.
  • Provide governance to ensure all parties meet their contractual obligations and maximize business value.
  • Benchmark contract costs with the current IT industry and monitor industry sourcing trends.
  • Develop and potentially present City Council reports for contracts that meet thresholds for City Council approval.
  • Manage contract disputes with vendors and engage legal team and executive management when necessary.
  • Participate in competitive procurement processes to ensure compliance with applicable State and Federal laws, City ordinances, regulations, policies, Equal Opportunity Contracting guidelines, and public procurement best practices.
  • Develop and maintain a knowledge base of negotiating strategies, best practices, contract terms, and other clauses for use by the whole organization and recommend improvements to processes, procedures, workflows, IT services, and organizational practices for contract management.
  • Continually maintain professional skills through classroom training, research in IT technology, procurement, and contracting best practices and trends, online webinars or virtual training classes, cross-training, and other methods of knowledge development.
  • Prepare effective written and oral communications, reports, instructions, and presentations.
  • Carry out additional duties, as necessary.
Minimum Qualifications:
  • Bachelor's Degree in supply chain, information systems, business administration, public administration, business management or a related field, and
  • Three (3) years or more of professional contract administration experience with outsourced IT technical services, and
  • Three (3) years or more in commodity management, strategic sourcing, or procurement with an emphasis in technology and/or IT service level agreements.
  • Any combination of education or experience that demonstrates these qualifications may be qualifying.
Desirable Qualifications:
The ideal candidate will possess the following qualifications:
  • A commitment to public service, fiscal responsibility, and innovation in government.
  • Experience in developing public sector RFI, RFP, and ITB procurements for technology goods, services, and consultants.
  • ITIL certification and knowledge of IT Master Services Agreements, IT service delivery, and IT contracting best practices and processes.
  • Knowledge of IT concepts, practices, terms, services, systems, and managed services.
  • Strong project and process management skills, with the ability to handle multiple vendors and multiple contracts, PMP certification.
  • Ability to balance competing priorities with both internally and externally imposed deadlines.
  • Exceptional interpersonal and customer service skills, with the ability to successfully engage a wide variety of stakeholders.
  • Excellent written and oral communication skills.
  • Ability to communicate complex and technical information in a simple, clear, and straightforward manner.
  • Ability to communicate effectively to different audiences, including elected officials, various levels of City management and members of the public.
  • Highly analytical, ethical, and objective, with the ability to successfully navigate in a political environment without being political.
  • Quantitative analytical abilities, including the ability to use Microsoft Office software and City SAP and Ariba software proficiently.
  • Ability to assess and manage risks by determining contractual and financial exposures and negotiating agreements and/or making other recommendations to mitigate.
  • Ability to comprehend technical details and understand how they relate to and impact the 'big picture', distinguish between what is required versus 'nice to haves,' and ability to manage conflicting stakeholder needs and wants.
  • Ability to work both independently and as part of a team in a fast-paced, high-pressure environment within tight time constraints.
  • Motivated with the ability and desire to take initiative.
