Job Description
Data Networks, Inc (DNC), a subsidiary of ASRC Federal Holding Company, is currently recruiting for an IT Business Analyst to work alongside the Change Management Lead to support a federal government agency located in Silver Spring, MD.
This position requires hybrid skill sets covering technical, analytical, project management, organizational change management, IT business analysis skills, combined with stellar communication skills. The candidate must possess strong troubleshooting and analytical skills, strong critical thinking, complex problem solving, appropriate judgment, and decision-making skills to thrive in a highly detailed, matrixed, demanding, and collaborative environment.
This is a hybrid position for a client based in Silver Spring, MD. Work hours will be based on the Eastern Time Zone.
The duties for this role may include, but are not limited to:
  • Maintain a comprehensive and accurate portfolio of all project activities (e.g., tasks, IT projects, planning meetings, presentations, etc.).
  • Collaborate with and facilitate communication among IT teams, business units, executives, and mid-level managers on a consistent basis.
  • Identify and prioritize risks to business processes and people associated with the implementation of IT projects.
  • Monitor and track activities in various reports.
  • Apply continual improvement and communicate lessons learned to further improvements in policies, processes, and procedures.
  • Measure, monitor, and evaluate outcomes and realign strategic plans as required.
  • Perform requirements gathering and analysis, best practice and market research, planning and strategy execution, and assists in developing, documenting, gathering, and analyzing requirements, information and data.
  • Provide project analysis documentation including business requirements, use cases, sequence diagrams and future state proposals, presentations and briefings.
  • Develop requirements, and ensure requirements meet business needs and objectives, including being Specific, Measurable, Attainable, Relevant, and Time-based (SMART).
  • Seek innovative strategies to successfully resolve complex business or technical requirement challenges for the IT infrastructure and related systems and applications.
  • Analyze and assess solution proposals, providing clear justification - i.e., assessing stakeholder readiness plans, maximizing value vs. spend, etc.

Requirements
Qualifications:
  • Bachelor's Degree plus 2 years' experience in project management or systems development. 4 years total experience may be substituted for a Bachelor's Degree.

Essential Skills:
  • Strong engagement, communication and stakeholder management skills, including excellent presentation skills and influencing skills.
  • Experience in virtual collaboration to assist in shaping and developing innovative solutions.
  • Understanding of IT development projects and cycles.
  • Well-developed organizational, interpersonal, and verbal communication skills.
  • Independently thrive in a collaborative, high-demand, fast-paced environment.
  • Excellent writing skills
  • Ability to work on distributed work teams (comfortable working in a 100% remote environment)
  • Ability to transform data and findings into concise, user-friendly spreadsheets and PowerPoint presentations.
  • Work proactively to anticipate management's questions and meet their needs before being asked
  • Knowing when to ask for help to be able to meet assigned deadlines

Preferred Experience:
  • Knowledge of the Federal Government budgetary and Financial management processes.
  • Experience in prioritizing requirements and helping the customer prioritize requirements (especially when there are multiple conflicting requirements)
  • Demonstrated ability to be a trusted advocate for the customer.
  • Passion for the NOAA mission, a plus.

The successful candidate will join an existing team of civil servants and contractors at the National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data and Information Service (NESDIS). NOAA/NESDIS provides secure and timely access to global environmental data and information from satellites and other sources to promote and protect the Nation's security, environment, economy, and quality of life.
NESDIS Headquarters provides programmatic, technical, and budgetary oversight of major satellite programs, as well as satellite ground development, operations, and science. Its executive team is responsible for balancing the needs of a diverse set of programs, while making efficient use of taxpayer dollars, and meeting the observational needs of its main customer, the National Weather Service. NESDIS HQ also provides coordination and support to the NESDIS financial management centers (FMCs), line offices, data centers, and missions, which include major satellite programs like the Geostationary Operational Environmental Satellite -- Series R (GOES-R), and the Joint Polar Satellite System (JPSS) program, the Office of Systems Architecture and Advanced Planning (OSAAP), the Center for Satellite Applications and Research (STAR), the Office of Satellite and Product Operations (OSPO), the Office of Projects, Planning and Analysis (OPPA), and the Office of Satellite Ground Services (OSGS), among others.
