Job Description
The IT Applications Systems Analyst II is responsible for researching problems, planning solutions, and recommending software and systems at the functional level; identifying, understanding, and planning for organizational and human impacts of planned systems; and ensuring that new technical requirements are properly integrated with existing processes and skill sets. You will also be responsible for designing components and providing that information to the developer. Essential Duties
- Researching problems, planning solutions, and recommending software and systems at the functional level
- Identifying, understanding and planning for organizational and human impacts of planned systems, and ensuring that new technical requirements are properly integrated with existing processes and skill sets
- Planning and documenting system flow from the ground up. Interacting with internal users and customers to learn and document requirements that are then used to produce business requirements documents.
- Writing and documenting technical requirements
- Understand software limitations by working with the developers
- Helping programmers during system development, such as provide use case and flowcharts
- Perform system testing
- Organizing the deployment of completed systems
- Documenting requirements or contributing to user manuals
- Designing components and providing that information to the developer.
- This job requires a public safety background check to include motor vehicle histories, criminal histories and fingerprinting.
- This job may require on-call rotation and emergency after hours, weekends, and/or holidays.
The grade for this position is C43(1).

Minimum Qualifications
- Bachelor's degree in Computer Science, Information Systems or a related field
- Three years of professional level computer analyst and/or systems experience
- Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job
- Valid Driver's License from state of residency
- A fundamental understanding of managing Information Technology projects specifically for business applications, including either third party or developed implementations, and following the best practices for the System Application Development Lifecycle.
- One-year minimum customer service experience.
- One-year minimum applications system support experience, problem analysis/resolution, process documentation, application training, plus basic knowledge of Windows operating system.
- Dependable: Excellent attendance record, maintains positive working relationship with co-workers and customers; maintains positive and proactive attitude.
- Communication: Utilizes strong communication skills to communicate with management, users, colleagues and vendors. Strong listening skills to ensure that the needs of all parties are understood.
- A solid understanding of DBA concepts and practices.
- A fundamental understanding of scripts in some administrative language.
- A fundamental understanding of System Application Development Life Cycle
- Comfortable with most aspects of operating systems
- Comfortable with most aspects of networking/distributed computing environment concepts
- Independent problem-solving skills, automate processes and self-direction

The 14 departments that make up the executive side are Police Services, Fire and Emergency Services, Corrections, Communications, Support Services, Financial Services, Community Services, Human Resources, Information Technology Services, Law, Planning and Development, Water Resources, Child Advocacy & Juvenile Services, and Transportation. Each department is run by a director who is charged with managing operations in a manner which stresses the County's values.
In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
