THE POSITION
Under general administrative direction, will oversee SBCERA's Portfolio Analytics, Investment Operations and other related duties. The position provides expert analytical and technical support for the Investment team in the areas of Portfolio Analytics, performance measurement, investment reporting, Investment Operations, and other special projects.
EXAMPLES OF DUTIES
Duties include but are not limited to:
  1. Manage quantitative and analytical support to include quantitative portfolio evaluation.
  2. Oversee data access and tools necessary to communicate financial analytics, risk, and investment performance.
  3. Direct the development and or use of investment analytical tools.
  4. Participate in investment update meetings.
  5. Prepare and/or review documentation for periodic and ad-hoc reports, as well as performance returns at a portfolio, asset, and fund level performance and reconciliation; present analyses, reports and other materials for Investment Committee and Board meetings as needed.
  6. Review and understand complex fund vehicles and structures.
  7. Serve as a liaison with external data service providers, and take the lead in monitoring such providers' reports, data interfaces, information systems and relationships.
  8. Regularly monitor custody bank and other service provider data to ensure accuracy and reliability of information.
  9. Participate in Investment Due Diligence.
  10. Monitor compliance with Board-approved investment policies, strategies, and Portfolio guidelines.
  11. Interface effectively with Trustees, staff members, consultants, and investment managers and others contacted in the course of work.
  12. Manage assigned staff in accordance with SBCERA's personnel rules, policies and labor contract provisions, including performance evaluations, training and other managerial duties as appropriate.
  13. Meet or exceed goals for assigned areas of responsibility as outlined in the SBCERA Triennial Strategic Plan and accompanying Strategic Priorities; provide routine metrics reporting and analysis in support of strategic goals.
  14. Regularly analyze performance data to identify trends, opportunities, and areas for improvement.
  15. Performs related duties as assigned.

MINIMUM QUALIFICATIONS
Knowledge of:
  • Advanced mathematics, statistics, and data science/operations research.
  • Data analytics tools with particular emphasis on descriptive and diagnostic analytics.
  • Investment concepts, including asset allocation, capital markets, and performance measurement.
  • Analytical techniques and tools commonly utilized for the management of pension fund assets.
Ability to:
  • Manage and work within a small cross-functional team.
  • Perform exploratory data analytics, quality assurance, and data integrity.
  • Apply data science principles to problems, issues, and assignments.
  • Interact with external service providers for data collection and data accuracy.
  • Assist the CIO with a wide variety of research projects.
  • Use computer software to compose spreadsheets, graphs, flowcharts, calculations, and miscellaneous reports, as required.
  • Coordinate technology automation initiatives.
  • Communicate clearly, concisely, and effectively both orally and in writing.
  • Prioritize conflicting timelines and ensure that projects are completed as required.
  • Perform job functions with a high degree of independence and in an ethical and objective manner.
  • Present at public Board and Committee meetings as well as professional conferences.
  • Develop and maintain effective working relationships with colleagues, portfolio managers, consultants, trustees, and others contacted within the course of work.
  • Plan, organize, manage, and evaluate the work of assigned staff.

Education, Experience and License/Certificate:
A combination of education, experience and license/certificate that would likely provide the required knowledge and abilities may be qualifying. A typical way to obtain the knowledge and abilities would be:
Education: A bachelor's degree in Data Science, Operations Research, Statistics, Mathematics, Finance, or a closely related field. A graduate degree in Data Science, Operations Research, Business Administration (MBA), Finance, Statistics, or a closely related field is highly desirable.
Experience: Five years of progressively responsible professional experience involving data analytics, performance analysis and/or operations. The ideal candidate will have at least three years' experience in a supervisory or management capacity.
Licenses; Certificates; Special Requirements:
A valid California Class C driver's license.
An equivalent combination of education and experience may be considered.

This position is "at will" and serves at the pleasure of the Chief Executive Officer.
Hybrid/Telework and Flexible Work Schedule: This position may be eligible for a hybrid working schedule with 3 days in the office and 2 days working remotely.
