General Responsibilities
Assists with the coordination of International Student orientation, specialized workshops, and other services for F1 students, including support for interactions with the Social Security Administration and the Motor Vehicle Administration, and other international citizens enrolled or seeking to enroll in credit programs and courses. Assists with reporting requirements related to international citizens and students, including federal, state, and college data collection and reports and surveys for national organizations and associations such as Open Doors and the American Association of Community Colleges. Assists with maintaining regular communication with the US Citizenship and Immigration Service (USCIS), NAFSA: The Association of International Educators, embassies and consulates, community agencies and, other International Student Admissions officers in order to keep current on legal matters, and assistance in resolving problems. Assists with the ongoing development and maintenance of the college's website for International Students. Responds to inquiries of all kinds related to the enrollment of international citizens. Assists with the development and revision of all college publications and materials related to the enrollment of international citizens in credit programs.
This position is critical to the college's implementation of and compliance with all federal and state laws related to the enrollment of international citizens. The position has many responsibilities that could deal with issues leading to liability for the college related to federal law and homeland security as well as well as issues that can create liability for prospective and current international citizens.
Work Performed
Serves as one of the college's DHS sanctioned Designated School Officials (DSO).
Serves as one of the college's main representatives on matters related to international (F1) and other international citizens.
Works closely with the Associate Director of International and Immigrant Services, the Director of Admissions, and the Associate Vice President for Enrollment Services to manage enrollment of international citizens in credit programs, including pre- and post- admissions and all matters related to immigration status and enrollment.
Works closely with the Associate Director of International and Immigrant Services to ensure college compliance with all federal, DHS, U.S., State Department, and Maryland State laws, regulations, reporting and tracking requirements, including the implementation and enforcement of all laws and regulations related to the admission and enrollment of international (F1) students and other immigrant students in credit programs and coursework.
Uses the Student and Exchange Visitors Program and Information System (SEVIS) to issue I-20s and track F1 student enrollment.
Works closely with the Associate Director of International and Immigrant Services and the EI to update the college's I-17, re-submit the I-17 as required and to prepare for periodic recertification successfully.
Assists with the development and subsequent implementation of revised, new or additional policies and procedures to ensure college compliance with all appropriate federal and state laws.
Assists with the establishment and maintenance of all international citizen enrollment records.
Works closely with the Associate Director and other appropriate enrollment services and college personnel on technological implementations, enhancements and maintenance that relate to SEVIS, student information systems and CRM modules such as Colleague, Recruit, Student Planning and the enrollment of all international citizens and records maintenance.
Works closely with the English Institute staff involved with international (F-1) Student Admissions, particularly those who may wish to change their program level.
Regularly informs, updates, meets and consults with the Associate Director and Primary Designated School Official (PDSO), and EI staff regarding all matters related to the enrollment of international citizens in credit programs and course work.
Assists the Associate Director with staff training related to International Student Admissions, including updates and alerts related to DHS responses to national and world events affecting enforcement of laws and regulations.
Assists with the coordination of International Student orientation, specialized workshops, and other services for F1 students and other international citizens enrolled or seeking to enroll in credit programs and courses.
Assists with reporting requirements related to international citizens and students, including federal, state, and college data collection and reports as well as reports and surveys for national organizations and associations such as Open Doors and the American Association of Community Colleges.

Responsible for disseminating information regarding the MD Dream Act.
Assists with the development and revision of all college publications and materials related to the enrollment of international citizens in credit programs.
Provides general pre-enrollment counseling to international and immigrant students.
Maintains active membership in national, regional, and local organizations related to International Student Admissions.
Attends all appropriate conferences, workshops, meetings, and participates in other professional development opportunities.
Serves on committees as requested.
Performs other duties as assigned.
Minimum Education Required

Other Knowledge Required
Bachelor's degree in counseling, education, foreign language, social science, student development or related field and three (3) years of admissions/advising experience, required.
Master's degree in counseling, education, foreign language, social science, student development or related field and four (4) years of admissions/advising experience, preferred. Admissions, advising, and/or teaching experience required; International Student enrollment experience strongly preferred.
Prior transcript evaluation experience strongly preferred. Extensive knowledge of federal and state laws and regulations and college policies and procedures regarding the enrollment of international citizens required.
Outstanding technology skills required, including knowledge of SEVIS, student information system, customer relations management software (such as Ellucian's Colleague and Recruit programs), student planning system (such as Student Planner), and degree audit, document imaging, the Internet, including MyHCC portal and web registration, ARTSYS, MS Office, Windows, college network, voicemail and e-mail systems, and other applications; knowledge of web applications strongly preferred.
Strong EXCEL database knowledge preferred. Knowledge of placement testing system, TOEFL exam and international credentialing services required, outstanding organizational skills, ability to multi-task and work independently and meet strict deadlines required.
Excellent interpersonal and verbal and written communication skills required; including ability to provide advice and counsel to a diverse student population and to people from all over the world and public speaking.
Ability to plan and promote various events strongly preferred.
Fluency or excellent working knowledge of a second language is preferred, but not required.
OTHER REQUIREMENTS
  • Must be United States citizen or Permanent Resident of the United States.
  • Ability to maintain strict confidentiality.
  • Ability to balance position's enforcement and student centered functions.
  • Regular attendance is a requirement of this job.
  • Performs all duties while considering the impact of any actions on the college's sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.

Licensing or Certification Required
Approval of Department of Homeland Security to serve as a Designated School Official (DSO) and Approval of Department of Homeland Security to serve as a Designated School Official (DSO) and to issue I-20s and other federal documents related to International Students.
Knowledge of all college enrollment policies and procedures, particularly as they relate to the enrollment of international citizens and their dependents. Knowledge of federal and state laws, policies, procedures, and documents and national organizations and publications related to International Student Admissions and placement testing. Knowledge of Ellucian's Colleague, customer relations management system (CRM), student planning system, I-20 software, Internet, MyHcc portal, MS Office, Windows, placement testing system, college network, electronic mail, and phone system, including voicemail and web registration. EXCEL database knowledge strongly preferred. Ability to learn, implement, and use new computer applications.

Specialized Publications and Resource Materials
College publications; college and office advising manuals; Code of Federal Regulations, NAFSA's Advising Manual; journals, websites, listservs, and other publications related to International Student enrollment; software manuals; knowledge of passports, visas, I-94s and other immigration and travel documents. Membership in NAFSA required; membership and participation in regional and local international admissions required.
Working Conditions
Extended hours and schedule flexibility during peak periods. Works at least one evening per week and sometimes more during peak periods including some Saturdays. Fast-paced, busy, deadline driven, and frequent high stress conditions. Occasional travel, including distant travel. Concurrent management of numerous tasks and the ability to manage shifting priorities. Position is extremely important to college compliance with laws and regulations and to the well-being and legal status of international citizens far away from home. Flexibility required.
