Under the direction and leadership of the Digital Payments Manager, the Interim Digital Payments Manager (IDPM) will partner closely to plan for a seamless leadership succession. The IDPM will work to achieve debit/credit card plastic and electronic payment services for Yolo Federal Credit Union. To be successful in this position, the IDPM must possess a desire to learn, continuous professional development and the ability to remain adaptable and accountable to new challenges. They must maintain a responsibility for staying abreast of new products, services and solutions around plastic cards and electronic payments including emerging technologies, services, and channels. The ideal candidate has the capacity to define problems, gather data, establish facts, and draw valid conclusions. A focus on detail, identifying trends and generating effective solutions to problems while considering all aspects of a situation and/or challenge will be essential for IDPM.

The Digital Payments Manager will determine when and how training and coaching will be structured in order for the IDPM to become proficient in all of the detailed duties and responsibilities specified below. The goal of the IDPM is to become fully trained in all aspects of managing the Digital Payments department to help ensure leadership succession. Additionally, the Digital Payments Manager will determine when and how oversight of direct reports will be handled.

Essential Duties and Responsibilities:

  • Manage and coordinate the administration of daily activities related to electronic payment services including Share Drafts, Automated Clearing House (ACH), Check Collections, general ledger reconciliation, instant issue card management, fraud loss prevention/mitigation, and all other department processes.
  • Set department objectives and goals; empower employees to manage their respective areas of responsibility, achieve results and hold them accountable for performance by defining clear goals, objectives, responsibilities, and priorities.
  • Perform audits of department work to ensure accuracy, compliance and timeliness.
  • Reserve Bank's secure system and FedLine processing.
  • Ensure compliance with all related regulations by reviewing practices and procedures, making recommendations to increase quality, reduce risk and improve internal controls.
  • Function as primary resource for plastic and electronic payments; provide internal training and communications related to system functionality and product knowledge.
  • Effectively coach, develop and train direct reports to recognize/foster personal and career growth opportunities. Understands and utilizes staff strengths to increase their contribution and job satisfaction.
  • Provide support and back-up to staff, ensuring department work assignments are completed within established timeframes.
  • Maintain current knowledge of rapidly evolving card industry products and the electronic payments industry. Actively recommend and participate in deployment of new products, services, and technology that elevates service delivery, security, and efficiency.
  • Monitor, report, and recommend changes and ensure compliance with all rules and regulations of the NCUA and other State and Federal entities, including operating rules and regulations of NACHA, Reg E, Reg CC, Reg D, Reg Z, Reg J, OFAC, FACT Act, Patriot ACT, etc.
  • Develop and standardize operating procedures and methods to improve the efficiency and effectiveness of department duties and responsibilities.
  • Prepare reports required by plastic card associations and regulatory agencies.
  • Assist Branch Management with members escalated card/payment issues and concerns.
  • Monitor loss and fraud trends and make recommendations for Credit/Debit or Risk policy and remain up to date on card brand regulations, industry information, federal regulations, and compliance issues.
  • Maintain working knowledge of VISA Operating Rules and Regulations, governmental regulations, and solid knowledge of card services' various networks and processing relationships.
  • Other duties and responsibilities as assigned.
Requirements:

SUPERVISORY RESPONSIBILITIES:

The IDPM will Digital Payments Manager will have 3 or more direct reports. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, training, and coaching employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS:

EDUCATION AND/OR EXPERIENCE:

Bachelor's degree from four-year college or university; Experience in knowledge of the financial services industry as would normally be obtained with over 5 years of related experience.

Experience specific to credit union operations at the management level preferred. Excellent interpersonal, verbal, and written communication skills required.

Thorough knowledge of governing rules, regulations, laws, policies, and procedures related to departmental responsibilities (e.g., NACHA, Check processing, BSA, OFAC, etc.). Extensive knowledge of VISA, Payment Card Industry (PCI) compliance, Credit Card Act, VISA rules; General knowledge of chargeback rules and regulations, payment processing and risk mitigation controls to prevent fraud losses.

Demonstrated problem solving, analytical skills, project management, and organizational skills are required. Ability to use Microsoft Office applications as well as the ability to learn new applications.

LANGUAGE SKILLS:

Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedures. Ability to write routine reports, evaluations, and correspondence. Ability to communicate effectively with fellow employees, members, and vendors.

MATHEMATICAL SKILLS:

Ability to add, subtract, multiply and divide numerical data. Ability to use common fractions and decimals. Ability to compute rate, ratio, and percentages. Ability to effectively use electronic spreadsheets.

REASONING ABILITY:

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
