Duties
What will I do in this position if hired?
In this position, you will serve as a senior-level analyst coordinating and implementing consultation documents under Section 7 of the Endangered Species Act (ESA) related to FEMA's implementation of the National Flood Insurance Program (NFIP).
Duties and responsibilities include:
  • Evaluating community floodplain management program efforts and verifying compliance with the NFIP regulations through site visits, surveying the flood hazard areas of the community, and reviewing community records, implementation, variances, and enforcement procedures.
  • Reviewing, drafting and/or finalizing consultation agreement documents, standard operating procedures, policy, guidance, templates, reports, resources and tools, especially those related to Endangered Species Act compliance.
  • Leading meetings, providing briefings and maintaining close relationships with stakeholders at the Federal, state and local levels.
  • Conducting training and outreach to internal and external stakeholders.

Qualifications
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.
Individual Occupational Requirements
Community Planning series (0020):
Basic Requirements
1. Degree: Community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
2. Combination of education and experience: Courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socio economic and physical elements of planning, plus appropriate experience or additional education.
Ecology series (0408):
Basic Requirements
1. Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
OR
2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify for this position at the GS-13 level (starting salary $121,873), you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
  • Interpreting legislation, regulations, policies, or other guidance, in order to implement compliance activities at the local, state or federal levels; and
  • Working with principles or methods of administering environmental compliance activities such as the Endangered Species Act, Clean Water Act, or Clean Air Act.
