Summary
Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Interdisciplinary Civil Engineer (Hydrologic)/Hydrologist. Make a difference in the West by assisting in meeting increasing water demands while protecting the environment.

Duties
The primary duties of this position are:
  • Simulates complex surface and water storage systems using state-of-the-art computer techniques, mathematical methods, and translating complex criteria into the form of computer code.
  • Designs, tests, and incorporates portions of models into overall model configurations.
  • Develops and maintains surface water models, including a reliable base version, and related data used by the Division.
  • Identifies performance requirements detailing the model input data needed, functions to be performed by models, assumptions which can be applied, output format and analysis needs, and specifications for each model's validation.
  • Prepares schematic designs for configurations and reservoirs, power plants, pumping plants, points of inflow, diversions, gains, return flows, etc., that constitute the water system simulated by a computer model.
  • Develops and documents procedures to be followed by engineers and technicians using the models. Prepares technical reports, prepares and delivers speeches for technical conferences, and submits articles for publication in professional technical journals.
  • Represents the Bureau in a variety of official capacities. Speaks for the Bureau on technical matters which are directly related to the formulations of Regional policy by others.
  • Participates in negotiations with other Federal agencies, State resource management and regulatory agencies, local governments, water districts, Federal water contractors, as well as representatives of Regional office branches and divisions in connection with sensitive water resource issues that are subject to intense scrutiny by interested parties.

Qualifications
Basic Education Requirement: To be eligible for consideration, you must first meet the Basic Education Requirement for this position.
Civil Engineering Discipline, GS-0810:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
Hydrology Discipline, GS-1315:
1. Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.

2. Combination of education and experience course work as shown in A above, plus appropriate experience or additional education.
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-12 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience performing hydrologic or hydraulic modeling and/or analysis for studies for a wide variety of projects and investigations related to flood damage reduction, flood risk management, dam and levee safety, navigation, ecosystem restoration, irrigation and municipal water use and reservoir regulation operation planning and program management, analyzing and calculating flow characteristics; evaluating facility or waterway capacities and operations; complex hydrologic modelling and data analyses; hydrologic risk estimation and analyses; conducting hydrologic extremes analyses (e.g., flood frequency, drought); analysis of the adequacy of water supplies available from surface and/or subsurface sources after consideration of water rights; water requirements for irrigation, municipalities, industries, hydropower, fish and wildlife, and/or pollution control; development of computational methods and computer programs/codes to solve complex hydrology and hydrometeorology problems; statistical analysis of rainfall data, stream discharge data, and other historical hydrological-related data; interfacing systems models' with other models such as reservoir, stream quality, and/or groundwater models to support water resources studies; hydrograph scaling, rainfall-runoff modeling, storm transposition, and regional flood transposition; integrating climate change concepts into hydrologic studies, and stochastic/probabilistic and deterministic analyses which require statistical and physical representation of natural systems. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education
This position does not allow substituting education for experience.
This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.
You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.
Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable.
