Goldbelt Professional Services (GPS) specializes in providing support and expert resources for an extensive range of Public Health missions. This includes scientific, technical, and administrative support ranging from junior staff to high-level Subject Matter Experts. Summary:
GPS is seeking an enthusiastic, experienced Instructional Designer to support the Division of State and Local Readiness (DSLR) at the Centers for Disease Control and Prevention (CDC). The candidate must have a foundational understanding of instructional design models that produce impactful, measurable results. The Instructional Designer will define and document learning objectives; conduct research and collaborate with subject experts; create instructional material: courses, curriculum, and manuals; design content to optimize learning; create and develop the Learning Management System the layout of the learning supports; redesign content to ensure it matches the learner’s needs; and create visual, audio and interactive learning tools.
Responsibilities:

Essential Job Functions:

  • Design effective learning experiences that include learning objectives, learning activities and assessments. Support by an Instructional Designer will be provided as necessary within the following range of activities:
    • Create, modify or update digital learning materials and learning management systems (LMS) (eLearning (live and self-paced), social learning, and mobile learning environments and activities)
    • Utilization of Lectora and Captivate software
    • Package course files and upload to an LMS
  • Apply research-based learning theory and proven instructional design principles to create interactive course elements within established government processes
    • Identify appropriate instructional strategies and develop learning objectives appropriate for public health professionals
    • Design lessons and curricula appropriate for public health professionals
    • Create engaging learning activities and compelling course content that enhances retention and transfer through the use of advanced application of multimedia, including graphic design, audio, video, and gaming/simulation
  • Design, author, and edit complex eLearning, virtual, blended and classroom curriculum, programs and learning aids using instructional system design models
  • Develop exercises and activities that enhance the learning process
  • Develop a cohesive, relevant curriculum by partnering with organization leads and subject matter experts
  • Work with subject matter experts (SMEs) to develop course content and e-learning modules
  • Participate in meetings as requested by the DSLR Training Team
  • Routinely update the DSLR Training Team Lead on the status and progress of all projects and associated tasks
    • Planning and project management skills (application of a body of knowledge, skills, tools and techniques to project activities to meet project requirements).
    • Develop detailed and goal-orientated project plans with phased timeline
    • Meet deadlines as outlined in the project timeline
  • Maintain accurate archives of course documentation and departmental tracking documents
    • Communicate status of projects and challenges routinely and provide timely updates/reports for assessment
    • All materials and project files must be stored on the CDC network throughout design and development, and belong to CDC upon completion
  • Develop learning objectives
  • Identify the targeted audience and how learned skills will be used
  • Write clear and measurable objectives using action verbs
  • State instructional end goals and objectives
  • Create content that matches goals and objectives and incorporate evaluation that measures knowledge uptake, that aligns with CDC’s Quality Training Standards.
  • Write clear, effective evaluation questions to test the level of knowledge gained by participants
  • Provide thorough and detailed quality assurance of all course material
  • Develop criteria used to judge learners’ performance
  • Develop assessment instruments
  • Graphic and animations design a. Provide advanced application of multimedia design and development, including graphic design, audio, video, and gaming/simulation
  • Produce sketches, screen captures, video clips, and/or slide drafts that demonstrate graphics and animations to enhance learning experience
  • Produce and apply closed and open captioning to videos
  • Design graphic interfaces for e-learning training (no templates)
    • Develop theme-based graphics throughout the course for cohesion
    • Prototype development and pilot testing
    • Develop functional prototypes of self-paced and instructor led, web-based courses that include: provided learning content, text, images, animations, narration, video, and learner activities
    • Use the following Section 508 accessibility standards applicable to this contract are:

  • Coordinate all logistical aspects of piloting a course
  • Implement changes based on pilot feedback
  • Develop student workbooks, technical user guides that correspond to topics or systems being conveyed to learners or that support educational endeavors by instructors or course managers
  • Develop systems that track and aggregate basic information about training activities, including number of attendees and their evaluation of training.
Qualifications:

Minimum Qualifications:
  • Bachelor’s degree in related field or equivalent work experience with at least 5 years of related experience OR a master’s degree in a related field with 4 years of related experience.
  • Ability to successfully pass a background check.
Preferred Qualifications:
  • A degree in instructional design, education, or a related field
  • Familiarity with Adobe Photoshop, Illustrator, or Dreamweaver
  • Experience teaching in a classroom setting
  • Ability to use instructional materials and resources effectively
  • Critical-thinking skills
  • Concrete verbal and written communication skills

The salary range for the position is $75,000.00-$100,000.00 annually.
