The Inspector is responsible for the inspection, data analysis and maintenance recommendations for complex refining process equipment to assure equipment safety, mechanical integrity, and economic operations. Inspections involve the application of practices and principles acquired through both formal training and inspection experience and utilize visual as well as automated test methods. Using statistical techniques, the Inspector determines the type of data to be collected as well as its interpretation to make repair recommendations. These detailed recommendations include inspection results, equipment life expectancy, alternative solutions and technical specifications with the goal of not only correcting deficiencies but also of enhancing operations. Repair recommendations must comply with industry standards as well as Washington State codes.
Responsibilities may include:
  • Participating and promoting all aspects of the refinery safety program.
  • Visibly demonstrating commitment to workplace safety and the health of employees and contractors through personal engagement, direct communication and by setting a good example.
  • Serving as a liaison for coordinating inspection activities with other workgroups within their designated areas
  • Regularly inspecting assigned units for safe condition and mechanical integrity, monitoring and studying problems involving corrosion or other forms of deterioration; exercising discretion and judgment in setting limits on process equipment conditions, and in making recommendations for repairs, changes or replacements which have direct impact on plant safety, reliability and economics.
  • Allocating and managing inspection contractors performing NDE.
  • Establishing and maintaining inspection schedules for all vessels, piping, boilers, furnaces, tanks and safety valves in assigned units.
  • Developing and maintaining current knowledge of new corrosion and erosion resistant materials, non-destructive inspection instruments, methods and techniques of inspection and changes in process conditions.
  • Reviewing changes in unit operations with process personnel.
  • Providing recommendations regarding effects of changes in temperatures, pressures and corrosion rates that result from changes in operations and checks design of equipment to ensure safe operations.
  • Maintaining written and electronic records of equipment and piping histories, sketches, physical information, future repair and replacement requirements and communications relative to inspection recommendations.
  • Communicating pertinent details of inspection findings to applicable operations and maintenance personnel.
  • Interfacing with and supporting maintenance /MI engineers, operations, and other unit inspectors regarding concerns or deficiencies found on equipment.
  • Determining need for contracts outside services or contractors such as radiographic or ultrasonic contract inspection.
  • Conducting assigned investigations and submitting samples for failure analysis and other studies to various laboratories or private investigatory organizations.
  • Specifying special alloys and equipment.
  • Reviewing plant changes and new engineering projects in assigned units for code construction, code welding and material compliance.
  • Assisting with refinery budget planning and turnaround input by submitting work items essential to safe, reliable, and efficient refinery operation.
  • May substitute for the Chief Inspector in his/her absence.
  • Providing technical assistance and guidance to contract inspectors.
  • May assume other duties as assigned.
  • Assisting in developing, managing, and administering annual expense budget for the inspection cost center.
  • Contributing to the Maintenance Expense and Capital budget development.
  • Apply principles of Risk Based Inspection methodology to assigned pressure vessels and piping systems.

Required Qualifications:
  • Legally authorized to work in the job posting country.
  • High School diploma or GED.
  • Possess a valid Driver's License.
  • 2 or more years of refinery inspection experience.
  • API-510 Pressure Vessel Inspection Certification.
  • Must be able to acquire the following certifications within 1 year of employment:
    • National Board Owner User Inspection Commission for Boilers & Pressure Vessels.
    • Repair endorsement.
    • Washington State Special Inspector Commission for Boilers & Pressure Vessels.
  • Willing and able to obtain a Transportation Worker Identification Card (TWIC).

Preferred Qualifications:
  • 10 or more years of refinery experience.
  • Associates degree.
  • API-570 In-Service Process Piping Inspection Certification.
  • API-653 Certification.
  • API-936 Certification.
  • AWS CWI Certification.
  • API-571 Certification.
  • NACE/AMPP Coating Inspector.
  • NDE Level II Certifications.
  • Welding certification with experience.
  • Promotes inclusion and diversity.
  • Knowledge of SAP and PCMS.
  • Proficient in Microsoft Office.
  • Strong and effective communication skills (verbal and written) in both individual and group settings.
  • Strong leadership skills and the ability to work well with others.
  • Knowledge of PSM.
  • Knowledge of safe work practices in an industrial setting.
  • Strong interpersonal skills to facilitate work with both hourly and salaried employees.

The Ferndale Refineryis located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.

Compensation
The base pay range for this role is $111,150 - $152,250 depending on a candidate's relevant work experience and education.
