A competitive total compensation package!Flexible schedule available: 9/80 or 5/8Hybrid remote schedule available after successful completion of probation11 paid holidays annually, plus 2 to 3 "floating holidays" per year depending on years of service$500 annually for wellnessThe City is a Public Service Loan Forgiveness Program (PSLF) Employer ABOUT THE POSITION: The Information Technology Supervisor is the supervisory class assigned to oversee IT programs and services within a major division, such as Operations or Application Services. This is a hands-on supervisor leading and participating in support services provided by the assigned division. It will have full supervisory responsibility for assigned staff and lead various technical staff, including IT Technicians, Network Systems Analysts, Programmer / Analysts, and/or Technology Applications Specialists on technology projects, which depending on assignment, will typically be related to one or more of the following: desktop applications, technical support, data communication networks and storage systems, telecommunications systems, automated electronic interfaces, enterprise software, security, and hardware such as PC’s, servers, mobile devices, and cameras. The current opening is assigned to the IT Operations division to oversee Help Desk, Field Support, and IT cabling infrastructure functions. THE SUCCESSFUL CANDIDATE: Demonstrates a passion for IT Customer Service, overseeing Help Desk and Field Support functions while helping internal City staff address their technology needs.Possesses experience supervising, mentoring, and project work plans for technical staff to help ensure a prepared and knowledgeable workforce.Possesses technical project management and planning skills to address IT project needs, particularly with cabling infrastructure, project coordination, and communications.Works collaboratively as part of the IT Management team to help ensure cohesiveness and overall alignment when addressing strategic goals of the department and organization. THE SELECTION PROCESS:The first step in the selection process will consist of a review of each applicant's employment application and supplemental questionnaire for minimum qualifications. Depending on the number and breadth of experience of the of applicants, the next step may consist of a thorough evaluation of training and experience as presented on the applications and responses to supplemental questions. Applicants scoring highest in this process will be invited to the next step in the process, which will include an interview and may include other assessments. Examples of Duties and Responsibilities Each employee in this classification may not perform all of the duties listed below. Depending on assignment, duties may include, but are not limited to, the following:Supervises and manages the administrative and daily operations of city-wide programs, on one or more functional areas of IT ensuring compliance with city, state, and federal policies and regulations.Designs and develops or assists with design and development of programs or projects.Provides technical and/or professional coordination, participates and serves as a subject-matter expert in the execution of day-to-day program/project activities, as appropriate to program objectives and area of expertise.Supervises personnel, allocates work, trains, and resolves problems, evaluates performance and makes recommendations for personnel actions.Ensures an environment conducive to motivating employees to achieve peak productivity and performance.Develops, updates and implements standards and procedures.Participates in the hiring, evaluation and discipline of subordinates.Develops and implements systems and processes to establish and maintain records for the assigned unit. Develops or assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient operation of the program/project.Assesses and develops strategic plans for applicable areas.Oversees and/or coordinates the collection, compilation, and analysis of program activity data.Supervise, train, motivate and evaluate assigned staff.Provide guidance and support to staff regarding work procedures, technical issues, work priorities and special requests for customers; maintain liaisons with customers to improve services.Research new technological and enterprise software developments and industry trends.Develops, writes, and presents comprehensive, informative, and compelling statistical and narrative program reports.Participates in the administration of Requests for Qualifications, Requests for Proposals and/or contracts or agreements for Information Technology systems and services.Collaborates with City departments on Information Technology needs and projects.Assists in establishing and implementing short- and long-range goals, objectives, policies, and operating procedures.Perform miscellaneous job-related duties as assigned. In addition to the duties above, the following duties may also be required for the position assigned to Operations (current vacancy):Manage the City's local data communication networks, including design, selection, and implementation.Work with other IT staff to design and manage the City’s wide area data communication networks.Manage the City's telecommunications system.Design, implement and maintain the City’s data communication closets.Lead new or existing cabling reconfiguration projects.Manage the City's support services for desktop computers including the evaluation, selection, installation, maintenance, and inventory of desktop computer hardware and software, printers, and plotters.Troubleshoot technical, operational, or customer service problems and take corrective action to resolve conflicts.Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively to provide quality customer service.Participate in the installation, maintenance and/or repair of hardware, software, and network devices as necessary. In addition to the duties above, the following duties may also be required for the position assigned to Application Services:Oversee enterprise software implementation and support.Oversee software development, including software architecture and database design.Oversee the design, implementation and maintenance of enterprise software security and permissions.Provide project management services for enterprise software solutions.Work with third-party software vendors regarding service level and support issues.Oversee design, development and support of automated electronic interfaces, reports, and dashboards.Provide hands-on implementation, configuration, and troubleshooting of software and equipment. Required Qualifications Knowledge of: Principles and practices of effective supervision; current technology and implementation techniques of local-area and wide-area computer networking including fiber optics for data communication; principles and techniques of managing telecommunications; principles and practices of software and database architecture, troubleshooting, design, security, permissions, and implementation; current technology in the areas of desktop computer hardware, software and support; system support functions and connectivity of system devices such as terminals, printers, plotters, and related equipment, and the design, development, and support of automated electronic interfaces, reports, and dashboards. Ability to: Assign, direct, review and evaluate the work of subordinates; select and train assigned staff; work independently and make sound judgments; interact tactfully and effectively with City employees, vendors and the public; prepare written procedures and policies; analyze current and future network and telecommunication requirements and needs; assess efficacy and troubleshoot software programs and issues, develop software solutions for business needs, provide technical advice and consultation to ensure efficient data communication, telecommunications, and microcomputer utilization; stay current with new technological developments; analyze data and develop logical solutions to problems; recommend appropriate revisions to processes and procedures. Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience - Sufficient experience in managing local area and/or wide-area data communication networks, telecommunication systems, and/or enterprise software systems including supervisory or lead worker responsibility, which demonstrates possession of the knowledge and abilities listed above.Education - Equivalent to a bachelor's degree from an accredited college or university with major work in computer science or related field. Additional Information Work is performed in an indoor office environment. When working in the office, incumbents typically work at a desk, sitting for extended periods of time with the ability to move about at will. Standard office equipment, a computer and a variety of office software is used to enter and retrieve data and produce reports and presentation materials and requires continuous or repetitive arm-hand movements. Incumbents frequently stand, walk, sit, and use a telephone and personal computer video display for extended periods of time. Job-related material is learned through oral and/or written instruction in an on-the-job setting, structured classroom training, and by reading and comprehending written material and making inferences from the contents. Verbal communication includes giving instructions, providing information and responding to questions and may be conducted face-to-face, on the telephone, and in group meetings. Incumbents travel to and from City facilities, including those in remote areas, to supervise or participate in the installation, maintenance and/or repair of equipment. When installing equipment and/or making equipment repairs, incumbents use common hand tools such as a screwdriver, wire cutters, cable punch and pliers. Work requires the ability to adjust focus and use hands and fingers to handle and maneuver objects. Incumbents discriminate among and match colors when installing cables, and bend, squat, climb, kneel and twist repeatedly and continually over time when performing installation or repair of equipment. Equipment installation also involves climbing ladders to access ceiling wires; working with arms above shoulder level; grasping, pushing, pulling and fine manipulation; and performing installation work in small, cramped closets, under desks, behind cabinets and while sitting on the floor. Incumbents may be required to work unscheduled evenings, weekends, and/or holidays.
