What you'll be doing:

The position provides technical operations and oversight of the City's server infrastructure, data center, storage, network, and applications. This position assists in documentation and support of the network and server initiatives for eight physical locations. The incumbent oversees support staff in the IT Department and reports to the IT Director.

  • Assists in the planning, design, engineering, and administration of distributed computer systems to include wide and local area PC networks (WAN/LAN) using the latest software and operating systems as well as interfacing distributed networks throughout City facilities.
  • Is responsible for all aspects of Windows-based and Cloud Server OS administration in a 24/7 operation including support of the hardware, networks, operating systems, and server-based applications software in the network domain.
  • Analyzes and recommends server and network solutions and upgrades compatible with the IT Architecture Plan.
  • Monitors and troubleshoots network connectivity problems, and server OS, software, and hardware problems. Handles escalated tier 2 and 3 Help Desk issues.
  • Research, tests, and updates the backup strategy to ensure that the City has 100% availability of critical data and applications.
  • Designs, implements, and supports desktop/network/server environments.
  • Drafts departmental technical policies and procedures related to the server environment as requested by the IT Director.
  • Uses System tools to monitor reliability and performance and to ensure security standards are enforced per policy.
  • Implements storage area network technologies, including data snapshots, volume copy, thin provisioning, and shadow copy.
  • Determines data system charges for equipment and utilization for financial records including budget preparation, maintains inventory records of technical manuals, network maps, lease and service agreement and status of purchased equipment.
  • Plans and recommends modification or addition of machines, equipment, and programs; may be performed in conjunction with a committee.
  • Prepares equipment for operation; initializes disks, configures systems and load software; performs specialized operations such as system recoveries, system backup and assignment of passwords and other protection features.
  • Assists in the planning, budgeting, and coordination of the procurement and supervision of the installation of all City unified communications equipment.
  • Assists in the directing, managing, and coordination of customer support and client relations within the City.
  • Reviews departmental requests for technology and makes recommendations or alternative system options, as appropriate.
  • Recommends written policies and procedures for Information Technology acquisition and utilization.
  • Helps oversee the daily operational activities of technology systems.
  • Recommends City-wide standards for Information Technology.
  • Evaluates technology and makes recommendations to ensure compatibility and effectiveness.
  • Provides management oversight with regards to various public information networks including City's web page, television channel, code red, and e-mail newsletters.
  • Provides technical assistance to City departments.
  • Manages Information Technology customer support functions.
  • Manages vendor engagements.
  • Manages budget to actual.
  • Oversees purchase orders, requisitions, and billing.
  • Plans and evaluates the work of professional, technical, and other support staff.
  • Reviews all designs, code, and unit test plans where applicable.
  • Participates on all hardware and software evaluations and maintains vendor contracts.
  • Performs other related duties as required/assigned.
MINIMUM EDUCATION AND EXPERIENCE
  • Bachelor's Degree in Computer Science, Information Systems, or a closely related field.
  • One or more of the following: MCSE, MCSA in server, Server+, Microsoft 365, Microsoft Certified: Windows Server Hybrid, Microsoft Certified: Azure Administrator (Or equivalent Microsoft certifications)
  • CCNA, CCNP, Network + is beneficial.
  • Cyber Security experience is highly preferred.
  • Five (5) years of increasingly responsible experience in Information Technology or related field; technical support and communications with three (3) years in a supervisory or senior level role. Seven (7) to ten (10) years of experience is preferred.
  • Must possess a valid driver's license and an acceptable driving record.
  • Must possess FEMA 100, 200, 300, 400, 700, and 800 certifications, or the ability to obtain within the first six (6) months of employment.

  • Knowledge of Microsoft Hyper V
  • Knowledge of AzureStack HCI Hyperconverged systems
  • Knowledge of Microsoft Azure and Microsoft 365
  • Knowledge of Veaam and Cloud Backup Methodologies
  • Knowledge of project management methodologies (Agile, Waterfall)
  • Knowledge of PowerShell
  • Knowledge of Juniper Mist Networks
  • Knowledge of computing and Information Technology terminology, practices, and processes
  • Knowledge of windows operating systems and associated technologies
  • Knowledge of theory and operation of a data center installation
  • Knowledge of latest methodologies and developments in the field of computer technology
  • Knowledge of concepts of business processing, database, and networking operations
  • Knowledge of Network Layer 1-4
  • Knowledge of network cabling
  • Ability to provide excellent customer service
  • Ability to determine effective sequence of operations required for the use of a computerized system
  • Ability to understand and interpret the objectives of operating personnel in connection with the use of computer equipment
  • Ability to plan and implement technical work projects
  • Ability to develop and maintain cooperative working relationships
  • Ability to communicate with others; assimilate and understand information; and make sound decisions in a manner consistent with the essential job functions
  • Ability to operate other IT related equipment such as Audio and Visual systems. (Video conferencing, Auditorium microphone speakers displays, Signage TV's)
  • Excellent verbal and written communication skills
Ability to plan, organize and direct the work of a technical staff.
  • Work environment is typically performed in a dynamic environment that requires sensitivity and responsiveness to changes that include goals, priorities, and needs of the organization and position.
  • The work is light and requires exerting up to 20 pounds of force occasionally, and up to 10 pounds of force to move objects.
  • Additionally, the following physical abilities are required: manual dexterity, hearing, lifting, mental acuity, speaking, standing, talking, and visual acuity.
