The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Division of Financial Regulation (DFR). DFR's mission supports that of the department by protecting Oregonians' access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.

This position is eligible for hybrid remote work on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.
Here's what you will do:
As an Information Technology Examiner, you will examine financial institutions' internal control systems affecting the integrity, reliability, and accuracy of data, as well as the quality of the information systems (IS) supporting management decisions. In some cases, you will lead examiners from other state and federal regulatory agencies, such as the National Association of Insurance Commissioners (NAIC), Federal Reserve Board (FRB), Federal Deposit Insurance Corporation (FDIC), National Credit Union Administration (NCUA), and the Conference of State Bank Supervisors (CSBS). As lead examiner, you would be responsible for exam leadership, assigning and monitoring the work of assistant examiners, identifying IS Risks, preparing the examination report and delivering the examination findings and recommendations to senior management and boards at financial institutions.

Here's what you need to qualify:
Minimum Qualifications:
  • A bachelor's degree in a business-related field, such as business administration, public administration, finance, economics, computer science, etc., AND three years of auditing experience that includes one year of experience doing governmental auditing

NOTE: Twenty quarter hours of college courses in a business or financial field such as the areas listed above AND two additional years of auditing experience may substitute for the degree. Successful completion of the duties and training as an Oregon Governmental Auditor (Entry) will substitute for one year of governmental auditing experience.
Required Certification:
  • Must possess or be eligible to obtain within two years the certified information system auditor (CISA) or Advance Encryption standard (AES) designation.

Requested Skills:
  • Proficient in Microsoft Word and Excel
  • Experience with clearly documenting findings and preparing written summaries of work
