Information Technologist II

In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:
Effective June 28, 2024 - 4.25% increase
Effective June 27, 2025 - 4.00% increase
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.
This recruitment is open to the public for a minimum of five (5) business days and will remain open on a continuous basis until 11:59 p.m. (P.S.T.) on the day the County's needs are met. Qualified applicants are encouraged to apply immediately.

This recruitment will establish an open eligible list and will be used to fill current and future Information Technologist II positions within the Health Care Agency. This eligible list may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.


HEALTH CARE AGENCY
The County of Orange, Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the leadership of the Agency Director, a dynamic executive team with an organizational structure comprised of five (5) service areas - Strategy and Special Projects, Mental Health and Recovery Services, Correctional Health Services, Medical Health Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community.
INFORMATION TECHNOLOGY SERVICES
HCA Information Technology (IT) Services provides the vision, leadership, direction, and strategic and tactical planning for all agency information technology initiatives. The primary mission of the department is to enable and support all functional service and administrative areas within the agency to meet their respective goals and objectives. This is accomplished via collaboration and partnership with the program areas, by factoring in customer needs in all decisions with a customer-centric focus and ensuring that the individual technology-based objectives of the program areas are aligned with the overall technology roadmap and goals of the Agency.
THE OPPORTUNITY
The Information Technologist II will be supporting HCA, IT.
This position will be responsible for the following duties but are not limited to:
  • Manage the HCA End Point Manager (EPM) solution to address critical needs, including remote access to HCA systems when they are on/off network
  • Update and deploy software packages to HCA systems (desktops and laptops) using customized scripts
  • Setup and manage HCA's approved software store, where users can download and install approved software
  • Ensure the ongoing maintenance and troubleshooting of the IT Structure
  • Patch management of laptops and desktops to ensure that HCA addresses critical vulnerabilities to comply with Federal and State regulations
  • Administration of operating systems, applications, and user settings including the documentation of department processes, procedures, and reports
  • Other duties as assigned

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will demonstrate three (3) years of experience performing IT systems analysis, IT maintenance, IT administration, troubleshooting and scripting experience. A bachelor's degree or higher in Information Computer Science, Information Computer Technology, Information Systems, or in a related field is strongly preferred., but not required.
The ideal candidate will also possess extensive experience and/or knowledge in the following competencies:
Professional & Technical Expertise l Using Technology
  • Design, analyze, implement, and provide ongoing maintenance of Operating System (OS) images, application packages, and software updates through Ivanti Endpoint Management or similar systems such as System Center Configuration Manager (SCCM)
  • Support enterprise hardware from Dell, HP and Lenovo, and Apple IOS devices
  • Upkeep, configure, and operate client computer systems, servers, and data security systems
  • Develop and maintain "gold master" images for enterprise desktops and servers
  • Install, configure, and support Windows Server 2012-2022 in an enterprise environment
  • Expertise in writing PowerShell, DOS, Python, Perl, or similar scripting language in a Windows environment
  • Manage Active Directory Services, DNS, DHCP, DFS, and ADFS
  • Prepare and maintain documentation of department processes, procedures, and reports
  • Utilize Group Policies for the administration of operating systems, applications, and user settings
  • Support teleworkers and mobile offices in the field including remote Internet connectivity solutions such as VPN and Citrix
  • Work with virtualization, cloud, and converged technologies
  • Expertise related to Microsoft Windows 10 & 11 operating systems

  • Work with other public and private sector agencies in efforts to provide IT-specific customer service to the community, public, and key stakeholders
  • Coordinate with vendors to acquire and implement technologies and resolve complex technical issues
  • Create rapport and negotiate with vendors/department staff to correct or mitigate performance issues or conflicts
  • Generate consensus and collaborative relationships to bring about efficient and effective outcomes
  • Respond quickly, courteously, and proficiently to customer service requests
  • Solicit feedback and adjust customer requests to fit into business improvements
Innovative Problem Solving | Decision Making
  • Identify and resolve challenging technical issues and problems through good judgment and decision making
  • Analyze problems and propose solutions while dealing with changing priorities
  • Identify opportunities for continued system improvements
  • Perform complex professional/technical research and analysis to propose IT solutions for business problems
Oral and Written Communication Skills
  • Present technical information/materials to a wide variety of users of varying levels of expertise
  • Communicate information clearly and in an organized manner to suit the intended reader

RECRUITMENT PROCESS

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
Eligible List: Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
