About the Opportunity: As an Information System Security Officer (ISSO), you will provide System Security services in an ISSO support service role to serve as a technical advisor to the assigned System Owners (SO) on matters involving the security of an Information System.

Primary Responsibilities
- Develop, update, and maintain draft System Security and Privacy Plans (SSPPs) to include all appendices and artifacts in accordance with all applicable laws, standards, policies, guidance, and best practices, to obtain and maintain a current, valid Authorization to Operate (ATO) for USPTO approval.
- Perform tasks in close collaboration with SOs, product teams, cybersecurity staff, and other stakeholders.
- Have the knowledge and expertise to help manage the security and privacy aspects of an organizational system and is assigned responsibility for day-to-day System Security or Privacy operations.
- Assist in the development of the Business Unit IT system-level security and privacy policies and procedures and ensure compliance with Cybersecurity Division's policies and procedures.
- Monitor systems and their environment of operations to include developing and providing recommended updated security and privacy plans, managing and controlling changes to the system, ensuring deficiencies and vulnerabilities are remediated in a timely manner, and assessing the security or privacy impact of those changes for USPTO.
- Ensure aspects of the product system that protect information and Information Systems from unauthorized system activity or behavior provide confidentiality, integrity, and availability.
- Ensure aspects of the product system are compliant with privacy requirements and help manage the privacy risks to individuals associated with the processing of Personally Identifiable Information (PII) AND Business Identifiable Information (BII).
Basic Qualifications
Bachelor Degree in Computer Science or other related discipline, or 5+ years relevant technical experience
The candidate must be a self-starter capable of multitasking and efficiently managing their time in a dynamic environment while requiring minimal levels of supervision
Very strong writing, speaking, analytical, and customer service skills
Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information
This role requires a technical background creating POA&Ms, developing corrective action plans, and writing security plans, policies, and procedural documentation (not just reviewing or performing documentation review)
IAM-I level professional certification preferred (i.e Security + CE, CAP, GSLC) or ability to obtain within six (6) months of hire
Experience with various security assessment/hardening tools - STIGs, SCAP, ACAS, Nessus, etc.
