What you will be doing:
As the Information Governance Coordinator, you will be responsible to ensure that the agency is in compliance with Washington's public records laws and for responding to public records requests timely and appropriately under the law. You will act as a liaison to the Attorney General's Office on agency litigation, which includes ensuring agency compliance with litigation discovery requests and litigation holds. You will also provide expert advice and consultation to agency leaders and employees regarding which documents are within the scope of holds and requests and which may be exempt and ensure timely compliance.
This position requires a high degree of reasoning, communication and persuasion skills, exercise of impeccable discretion in the management of sensitive employee records as well as a high level of understanding of the operation of state government, public records law and litigation/discovery rules.

Duties
Some of what you will enjoy doing:
  • Serve as an effective practitioner in public disclosure law-providing consultation, interpretation and advice to the agency regarding public records disclosure.
  • Serve as an expert on Washington's Public Records Act and the caselaw interpreting that law.
  • Provide expert advice on which records exemptions may be applicable.
  • Support and advise on projects affecting employee privacy and that result in the creation of complex or sensitive public records.
  • Review legislation, statutes and agency documents to identify implications and consequences that may create or affect agency disclosure obligations.
  • Propose legislation that identifies roles and risks of new information gathering technologies embedded in and acquire by agency managed assets e.g., Fleet, Capitol Campus Security.
  • Manage agency response to litigation holds; act as a point of contact for receiving litigation hold notices from the Attorney General's office, then ensure that staff who may have responsive records are notified of the hold, understand their obligations related to the hold and that they provide responsive records as needed.
  • Identify and employ search tools to ensure litigation hold integrity.
  • Act as a DES Privacy Officer, providing consultation and advice to the agency regarding protection of records containing personally identifiable or otherwise sensitive information.
  • Collaborate with the OCIO Chief Privacy Officer, DES CIO, Risk Management and state security resources to identify and address privacy issues, threats and adopt best practices.
  • Provide consultation, analysis and research to ensure programs and policies are aligned with statewide privacy policies and Executive Order 16-01 in areas such as locational privacy and data minimization.
  • Ensure compliance with 42.56.590 RCW regarding breaches of personal information by providing affected individuals with access to identity theft protections services available through the state's commercial cyber security insurance policies.

Qualifications
Required Qualifications:
  • Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field; AND
  • Four (4) years of experience conducting research and analyzing policies, laws, rules, or regulations or comparable combination of graduate education and experience.

**Note: Additional qualifying experience may qualify for education on a year for year basis.
Additional Requirements:
  • One (1) year of direct experience with the Washington State PRA, records retention and management that includes working knowledge of Washington State Public Documents, Records, and Publication laws.
  • Impeccable attention to detail and proofreading skills.
  • Effectively work with diverse stakeholders including the general public, businesses, community organizations, legislators, and Governor's Office.
  • Ability to develop working relationships in a highly political environment.
  • Ability to think strategically and creatively to find win-win solutions.
  • Reliability and good work attendance record is a must.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness

Holidays
