Project Overview:

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.


This position is located at the Construction Site (22 miles north of Richland). The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.


Position Summary:

Under minimal supervision, the Industrial Safety and Hygiene (IS&H) Shift Supervisor is responsible for implementing and administering project industrial safety and hygiene programs affecting employee, public safety, and occupational health. Serves as a resource for line management to administer a proactive prevention program for occupational accidents and illnesses; under minimal supervision performs complex technical work in a wide range of IS&H disciplines to achieve compliance with S&H standards along with federal and state regulatory requirements; exhibits knowledge and applies concepts, practices and procedures of IS&H; investigates accidents, injuries, and complaints concerning hazards in the workplace; recommends improvements in processes, design, procedures and operating equipment to minimize hazards; develops and conducts employee training, emergency preparedness and assures the quality of programs; provides regulatory interpretation and technical advice; will supervise a team of IS/IH specialists and/or support personnel. Though the primary shift worked will be a 4 x 10 schedule, M-Th, 6:30 a.m. to 5:00 p.m., this position may require shift work (rotating 4 x 12 schedule 5:30am to 5:30pm) including night shift to support plant operations.


Responsibilities:

  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment.
  • This job description is not intended to include every duty, task, or instruction for which an employee is responsible. Other tasks may be assigned, based on business needs and the department supervisor’s request.
  • Provides technical assistance to field operations to ensure compliance with applicable international, Federal, State, and/or Company health and safety regulations.
  • Identifies workplace hazards throughout operations and maintenance activities in an operating industrial facility.
  • Develops appropriate hazard controls and mitigation strategies and provides oversight of work activities to ensure controls are effectively implemented.
  • Supports worker safety and health needs, including injury and event response and case management.
  • Ensures effective implementation of safety and health rules, regulations, policies, and procedures.
  • Actively participates in pre-task and safety meetings.
  • Performs incident/event investigations and prepares associated reports.
  • Maintains current knowledge of specific government agency requirements.
  • Independently determines and develops approaches to solutions.
  • Assists with the development, implementations and maintenance of safety and health programs, systems, and procedures.
  • Prepares and reviews technical reports, correspondence, and program compliance documents.
  • Establishes and maintains permits as required.
  • Meets applicable regulatory codes and standards where required.
  • Develops IS&H training programs and conducts IS&H training meetings as necessary.
  • Performs analysis of S&H data.


Qualifications and Skills:

Basic Qualifications:

  • Bachelor’s degree in ES&H/Management or related science/engineering field from an accredited college or university and 6 years of safety related experience, or a master’s degree in ES&H/Management or related science/engineering field from an accredited college or university and 4 years of safety related experience. In lieu of formal degree, 12 years of progressive related safety experience.
  • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site.
  • Candidates possesses the right to work and remain in the US without sponsorship.


Minimum Qualifications:

  • Knowledge of OSHA standards, procedures, rules, and regulations.
  • Advanced skills in facilitation, verbal, and written communication.
  • Proficient knowledge of software applications creating spreadsheets with mathematical functions and enhancing presentation reports.
  • Knowledge of planning, estimating, procedures, and subcontractors or consultants.
  • Experience in safety inspections/assessments.
  • Knowledge of hazardous materials and physical risk exposures and Personal Protective Equipment standards.
  • Experience in Safety & Health program development and maintenance.


Preferred Qualifications:

  • Prior experience working in a government, nuclear, chemical processing, petroleum refining, industrial, or EPC environments.
  • Experience working within a Department of Energy project environment.
  • Related experience includes, but is not limited to, working in conjunction with Safety Committees, and/or VPP.
  • Knowledge of People Based Safety processes and procedures.
  • Knowledge of Bechtel’s organization structure, functions, and administrative procedures.
  • Knowledge of Bechtel standard computer applications.
