TITLE: INDIAN CHILD WELFARE SOCIAL WORKERS (2)
DEPARTMENT: HHS/CHILDREN AND FAMILY SERVICES

INTRODUCTION:

The Division of Children and Family Services (DCFS) assists children and families in need while protecting children from child abuse and neglect.  It is DCFS’s desire to offer culturally responsive services to each child and family represented on caseloads. DCFS’s overall goal is to preserve the family unit and offer early interventions to prevent child abuse and neglect and out of home placement.

 

MAJOR DUTIES AND RESPONSIBILITIES:

  • Screen & investigate allegations of child abuse and neglect.
  • Make determinations as to the validity of all referrals of child abuse and neglect as well as assessing the risk of harm.
  • Conduct interviews with children of abuse and neglect as well as the child’s parents.
  • Provide intake services for referrals telephoned to the Division of Children & Family Services.
  • Provide assessments and safety plans in accordance with the Tribal Youth Code and State DSHS guidelines.
  • Develop case and safety plans that address the needs of the children and families on DCFS’s caseloads.
  • Document collateral contacts, face to face contacts, court hearings, all contact with the children and families on DCFS’s caseloads: must have the ability to maintain accurate case records of each family.
  • Prepare memo’s, letters, court updates, reports, etc.
  • Prepare and maintain accurate and up to date documentation for case files.
  • Attend and testify at court hearings as needed. Negotiate and or interact effectively with Tribal and State Attorney’s, CASA, GAL’s, other Tribal entities, Foster Parents, and other local networking professionals. 
  • Facilitate out of home placements of children; while working with parents towards resolution of problems for the purpose of returning the children home.

 

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Indian Child Welfare Act
  • Washington State Indian Child Welfare Act.
  • Spokane Tribal Youth Code
  • Knowledge of child abuse and neglect.
  • DSHS ICW Policy Manuel.
  • Prefer skills in interviewing children of all ages.
  • Prefer skills in interviewing adults.
  • Ability to maintain strict codes of confidentiality.
  • Have the ability to utilize computer, Microsoft Software, fax machines, scanners, in order to write letters, memo’s, prepare court updates, inter-departmental staffing reports, service episode recording, etc.
  • Ability to work effectively with difficult client populations, including persons with drug addition, mental illness, developmental disabilities and others who may be angry and critical. 
  • Must be able to demonstrate substance free life style. 
  • Certification in WA State Regional Cohort Training.  

 

MINIMUM REQUIREMENTS:

  • AA Degree; prefer emphasis on Human Services.
  • Practicum Student needing  hours will be considered
  • 5 years’ experience within Human Services will be considered in lieu of AA Degree.
  • Must be able to be on call if selected for 24 hours per day for one week per month.
  • Must not have child abuse/neglect intakes or referrals, Domestic Violence History or history of abusing vulnerable adults.  Must not have founded allegations. 
  • Must have good driving records, have a driver’s license and be tribally insurable.
