Job description

Family & Children's Medicaid. NC Fast knowledge preferred. Microsoft Suite experience required.

This position aids FCMA caseworkers in case management for FCMA department by performing numerous functions. This worker will log, assign, scan and distribute information in accordance with FCMA Policy and unit protocol. Specific functions are listed below with details of each function noted.

Also to assist/back up IMC I (FCMA and Adult Medicaid) with the completion of returned mail, returned Medicaid cards, address changes, provider changes, daily completion of the County Transfer, SDX Without Owner, and SDX Exception work queues, weekly completion of Bendex and SDX Data Exchange Reports, weekly completion of the NCTRACKS and SSN/SSA Verification Report, quarterly completion of the Interstate and VA Match Report, monthly completion of the Death Match Report.

The assigned duties are to be completed for FCMA's Medicaid recipients in a timely manner in accordance with the FCMA and Integrated manual, Federal and State rules and regulations. The caseworker will also utilize the training material presented for each program. This worker will make sure all information completed is documented, scanned, and keyed into NC FAST when applicable.

This position is from 8:00 A.M. until 5:00 P.M., Monday through Friday.80% Administrative
? This worker will complete for FCMA Medicaid daily logging, scanning and attaching into NC FAST all incoming mail.

Sorting incoming mail and logging, assigning and distributing FCMA's mail-in applications, Presumptive Medicaid applications, and Automatic Newborn applications received on the appropriate log. This includes researching NC Fast for current/ongoing FCMA cases, noting pertinent information on mail-in applications.

Answering incoming calls and assisting client's with needs.

Serve as back-up when/as needed for Front Desk Coverage and for logging, scanning and attaching all incoming mail for Adult Medicaid. Order needed supplies monthly for FCMA.
Scan and attach within NC Fast any and all information to assist IMC II's as needed.

Log, assign and distribute faxes received relating to Family Planning Program cases needing evaluation for program change. This consist of logging information on appropriate log, scanning into NC Fast and distributing to correct worker.

Complete all FCMA Transfer In cases for FCMA's Medicaid. This consist of checking NC Fast to ensure transfer was completed correctly within NC Fast, assigning case to correct caseworker's name and documenting the updated provider within NC FAST and entering Managed Care evidence.

Completing SDX County Changes/transfer to another county. This includes clearing all task, making certain benefits are reading correct in benefit history, ensure cases are not on hold, resolving evidence in edit if applicable prior to and once case is transferred to new county.
Completing SDX Managed Care changes received in FCMA. This includes checking NC FAST to ensure Carolina Access Provider is listed on case, documenting the new/updated provider with NC FAST and entering Manage Care evidence on case.

Fax required DMA-5020's weekly for Automatic Newborn to Nash Health Care Systems. This consist of checking that information is logged appropriately and accurately, faxing information and scanning fax confirmation sheet into correct file for the record.

Generating and mailing required NC FAST 20020's needed for recertification completion. This consist of reviewing upcoming cases for recertification, determining which cases are required, per policy, to have a NC FAST 20020 for completion of the annual recertification, generating within NC FAST the required NC Fast 20020, printing and mailing said form.

Back-up to assist shared IMC I (FCMA and Adult) with returned Medicaid cards, returned mail and address changes. This includes logging all returned cards, documenting the outcome within NC FAST and shared drive, remailing cards if address is known, requesting contact by client if unable to reach or new address is not listed, updating case to correct address, and notifying worker of any needed actions.

Assist FCMA and Adult Medicaid caseworkers with provider changes. This includes documenting the updated provider within NC FAST and entering Managed Care evidence.
Assist FCMA and Adult Medicaid Supervisor and Income Maintenance Caseworker II's with the daily completion of the County Transfer Work Queue.

This includes clearing all task, making certain benefits are reading correct in benefit history, ensure cases are not on hold, resolving evidence in edit if applicable, changing ownership to the appropriate worker for each department and printing copies of the report for each Supervisor.

Assist FCMA and Adult Medicaid Supervisor with the daily completion of the SDX Without Owner and Exception Work Queue. This includes printing and assigning ownership of the task listed within the SDX Without Owner Work Queue to the appropriate worker for each department. This worker will also resolve the daily task listed in the SDX Exception Work Queue as instructed by the Job Aid.

Assist FCMA and Adult Medicaid Caseworkers with the weekly completion of the Bendex and SDX Data Exchange printouts. This consist of checking NC FAST for the entry of benefit evidence to ensure updated correctly as listed on the printouts. Printout is to be documented in red, date reviewed, info matches, scanned and notes entered in NC FAST of resolution. If information doesn't match printout is to be scanned and hard copy forward to appropriate worker for resolution.

Assist FCMA and Adult Medicaid Caseworkers with the weekly completion of the NCTRACKS and SSN/SSA Verification Report. This includes pulling the Recipient on Review report for county 64 from the Operations Portal of NCTRACKS and pulling the Recipient on Review "Active" and "Cumulative" report. The worker will be responsible for resolving this report as instructed and log actions taken weekly for monitoring by each department Supervisor. The worker will also resolve the SSN/SSA Verification Report as distributed by clerical staff.

Assist FCMA and Adult Medicaid Caseworkers with the quarterly completion of the Interstate, and VA Match Report. This includes checking NC FAST for correct entries, requesting verifications from other States, scanning of reports, and forwarding reports to workers for any needed cases actions.

Assist FCMA and Adult Medicaid Caseworkers with the monthly completion of the Death Match Report. This includes checking SOLQ in OLV for verified death dates by SSA, entering correct death dates in evidence when applicable, documenting actions in NC FAST, sending adequate notices, and forwarding copies of the completed report with noted actions to the Supervisor of each department.

Assist FCMA and Adult Medicaid Caseworkers as backup for the completion of FRR's as needed. This includes reviewing the FRR/BEER log for matches, if not noted on the log checking NC FAST to determine if the information listed is verified. Noting the findings on the FRR, logging the information on the FRR log and documenting the information within NC FAST as allowed by policy. If additional verifications are needed worker will forward information to the appropriate party and forward the requested information to the appropriate worker of each department.

Assist FCMA Caseworkers as backup to phone call rotation during extended absences of Income Maintenance Caseworker II's. This includes receiving, logging, and resolving phone calls.

15% Re-certifications and Non-cooperation/IV-D Referrals from Child Support
? Assist FCMA Medicaid caseworkers in completing their monthly re-certifications when needed and assist with completion with SSI Exparte's. Complete all IV-D referral request and Non-cooperation's received from Child Support. This includes when applicable, communicating with Child Support staff as/when needed, running OVS, assisting caseworkers in obtaining additional information necessary to complete the review by mailing third party request or making phone calls.

Completing IV-D referrals required from Child Support Unit on ongoing FCMA cases. This consist of reviewing case and information within NC FAST to determine if needed Absent Parent information is on file. If not on file, following proper protocol/policy in requesting needed information. Keying required IV-D referral on case within NC Fast.

Completing all Non-Cooperation's received from Child Support Unit on ongoing FCMA recipients. This consist of documenting non-cooperation status within NC FAST, sending required DSS-8110, Notice of Termination of Benefits, scanning and attaching information within NC Fast, keying Non-Cooperation IV-D Sanction with NC FAST, keying required evidence on case dashboard, terminating recipient's ongoing Medicaid benefits and notifying Child Support of termination of benefits upon completion.

Assist in keying and completion of Automatic Newborn applications. This consist of keying application for newborn within NC FAST, managing evidences on dashboard, correctly determining eligibility and authorize benefits, documenting within NC FAST, completing required DMA-5020 and logging appropriately.

Calculators, copiers, personal computer, telephone, fax machine, scanner and other office equipment will be used in the performance of the duties of this position. Worker in this position must have access to the Eligibility Information system, NC FAST, ACTS, Work Number, OLV, Department of Motor Vehicles, Social Security and Employment Security System. Included in materials used in work are assigned work queues, shared drives, re-certification reports, Death Match Report, NCTRACKS, Adult Medicaid and FCMA Manual, Integrated Manual, Administrative letters, Change Notices, as well as other verbal and written instructions.
B. The responsibility of this caseworker position must be accurate and exact as well as timely to avoid delay in benefits and ineligible participation.
C. Close visual attention is needed in every phase of the job since reading, writing and using machines make up the duties. Intense mental concentration must be maintained not to make errors, which could have a negative impact on the applicants/recipients and county. Precise attention to detail and accuracy is important. The ability to read and interpret policy is required.
D. Adhere to confidentiality rules enforced by the agency.A. Graduate from an accredited Associate Degree program in Human Services Technology, Social Services Associate, Paralegal Technology, Business Administration, Secretarial Science, or a closely related curriculum; or graduate from high school and two years of paraprofessional, clerical, medical office, or other public contact experience which included negotiating, interviewing, explaining information, gathering and compiling of data, analysis of data and/or performance of mathematical or legal tasks with at least one year of such experience being in an Income Maintenance program (preferred Medicaid).
