GENERAL STATEMENT OF RESPONSIBILITIES:
The Indian Child Social Services Caseworker provides child abuse prevention and case management. The Caseworker will coordinate with Kumeyaay Family Services departments, San Diego County Health and Human Services Agency (HHSA), and Consortium tribes to provide information and resources and referrals to prevent the breakup of Indian Families.
SPECIFIC DUTIES AND RESPONSIBILITIES:
1. Works closely with the Indian Child Social Services Coordinator and HHSA to prevent child abuse through education, referrals and assessment in the tribal community.
2. Works within the tribal community to address referrals and provides services, education, assessments, referrals to crisis counseling and developmental screenings.
3. Keeps current with community needs for services and prevention health education to recognize the mental health conditions and break down barrier to access services.
4. Conducts community presentations on child abuse prevention, program activities and services available.
5. Works closely with Kumeyaay Family Services Departments, including therapists, prevention counselors, domestic violence advocates, and substance abuse counselors to share resources and work in a multi-disciplinary team.
6. Attends and contribute to Clinical Case Consultations, Child Protective Team (CPT) meetings to support client needs, address community issues and promote resources.
7. Performs other duties as required.
QUALIFICATIONS:
Education/Experience: B.S./B.A. degree from an accredited institution in the field of social services or related area and three (3) years experience in a social services field. Must have knowledge of American Indians and Indian values and practices. Must have good verbal and written communication skills, as well as good stress management and organizational skills. Must have knowledge of responsibilities involved in doing work that is highly confidential and the handling and processing of confidential information. Must have knowledge of the local area, in particular the Indian reservations, for the purpose of making home visits. Ability to establish and maintain effective working relationships with patients, staff, and the public.
License: A valid California driver's license and a good driving record will be required at the time of appointment and must me maintained throughout employment.
Applicant must be insurable under SIHC vehicle insurance policy at the time of hire and throughout employment.
Certifications and/or licenses appropriate to the positions required education and profession must also be valid and maintained.
Character: Applicant must have a reputation for honesty and trustworthiness. Must be responsible and able to exercise good judgment, follow instructions, detail oriented, must be a self-starter, and be able to interact effectively and communicate with people in a professional and courteous manner. Must be able to maintain strict confidentiality.
Other: Applicants must have a thorough knowledge of laws, rules, and regulations governing the field of Social Services, and the treatments, policies and procedures relating to the provision of those services. Applicants must successfully pass a pre-employment physical exam, tuberculin skin test or x-ray, and blood/urine screening test. Health must be adequate to perform all duties of the position. Applicants must complete a SIHC application and submit it to Human Resources prior to the close dates indicated. The position is co-located at the Alpine and Campo Clinics.
INDIAN PREFERENCE:
INDIAN PREFERENCE: In the filling of any SIHC job vacancy, preference may be given to qualified Native American Indians, pursuant to the Indian Preference Hiring Act, 25 USC 472, unless other laws require the filling of a vacancy without regard to Indian preference (e.g. Public Law (P.L.) 94-437, "Indian Health Care Improvement Act (IHCIA). To receive Indian preference for any SIHC position, the applicant must be enrolled, or be eligible for enrollment, as an American Indian with their Tribe, or must be certified as an American Indian from the designated Tribal Representative. Applicants claiming Indian preference must attach verification of their claim to the SIHC application, including Certification of form BIA-4432, which is available from the SIHC Human Resources Department. If verification is not or cannot be verified, the applicant will not receive Indian preference for purposes of the interview.
