What You Will Do:
* THIS POSITION REQUIRES A MINIMUM OF 3 DAYS PER WEEK IN THE OFFICE*
  • Provide analysis and reporting of data across the Division of Finance on an ad hoc basis
  • Oversee multiple organizational rate calculations (i.e. Overhead, Finge, etc.)
  • Provide guidance and oversight to staff who manage multiple in-house reporting systems
  • Work with business units across the organization to promote partnerships encouraging data accuracy and integrity

Official Position Description:
Based on job duties, this position is designated as telework eligible on a hybrid basis (i.e., working at least 3 days per week in the office); the selected applicant must complete the initial training period prior to being eligible to telework. All requests to telework are reviewed and must be approved by ODOTs Chief Human Resources Officer.
Coordinates & manages multiple programs (i.e., Cost Accounting & Inventory) (e.g., ensures all programs & systems involving inventories are in accordance with all applicable Office & Budget Management (OBM), Department of Administrative Services (DAS), Federal Highway Administration (FHWA), & Ohio Revised Codes (ORC) requirements; manages, monitors, & submits various cost rate calculations & requested Departmental cost studies; presents, publishes, & explains rate results & calculation methodologies to Division/District leadership; identifies & prioritizes system enhancements & coordinates completion of enhancements with Administrator, Deputy Director & Division of Information Technology (DOIT)); formulates & implements policies & procedures for inventory & recording cost data (e.g., maintaining statewide stock catalog; performing annual cleanup; updating contract numbers, manufacturer's part numbers; create new stock numbers); supervises program managers (e.g., assigns & reviews work, evaluates employees, recommends & authorizes leave, initiates or recommends disciplinary action). Oversees staff responsible for detailed data analysis using computer & related software (e.g., Federal Program Management (FPM)/Current Bill, Project Payment Change Order Automation (PPCOA)/Appropriation Accounting (AA), Planning Budgeting Cloud System (PBCS), Cash Forecasting, Ellis, Graphical Query Language (GQL), Capital Project Closeout, Enterprise Information Management System (EIMS), SiteManager, Accounts Receivable System (ARS), Modal Program applications).
Develops & implements usage of various evaluation tools, instruments & methodologies needed for effective program assessment; plans, prepares & monitors statewide programs including manuals, policies, proposed rules, regulations &/or directives. Utilizes quality principles & initiatives as part of routine operations; works in conjunction with DOIT for Information Technology (IT) support & with fiscal area to ensure current & accurate information. Manages staff responsible for writing queries to identify inefficiencies, checks, & balances of current process (e.g., identifies concerns at early signs of deviation from standard project funding processes & documents efficiencies using computer & related software (e.g., Statistical Analysis Systems (SAS), Microsoft Office, SharePoint; GQL)). Oversees Quality Assurance & Quality Control for fiscal related data; reviews data requests & final work product of staff (e.g., identifies inefficiencies in current workflow process & makes recommendations to develop/maintain/enhance processes); provides direction for troubleshooting/mining data & applications of information derived from programs, data collection, processing & computer systems; assists section in transition of databases, computer software, & other technological systems to integrate fiscal data & monitors for accuracy into new applications.
Conducts staff meetings to discuss & execute policies & procedures. Advises & directs fiscal officers in Divisions/Districts (e.g., coordinates physical inventories for all fixed assets & supplies inventories). Oversees completion of annual DAS & OBM inventory reports (i.e., Generally Accepted Standards Board (GASB) reporting as it relates to infrastructure & Inventory). Oversees ODOT's internal Cost Accounting systems (e.g., EIMS & AA System). Conducts Inventory Program Reviews (IPRs) to ensure ODOT's Fiscal Offices are following the accounting controls on a consistent basis. Prepares, initiates, & delivers presentations associated with Cost Accounting & Inventory. Utilizes a computer & related software (e.g., Microsoft Office, Bi Query, Intranet, Internet, EIMS) to produce spreadsheets, graphing applications, correspondence & policy statements. Provides data, insight, analysis & recommendations for policies to administrator. Monitors the accuracy & functionality of various accounting systems (e.g., Fixed Asset System, EIMS, & Data Warehousing Models (e.g., Bi Query)). Represents agency with internal & external stakeholders (e.g., serves as liaison with other state agencies (e.g., OBM, DAS) for various purposes including benchmarking). Assumes responsibility & authority in Administrator's absence. Performs other work-related duties as assigned (e.g., provides information to private organizations, government officials, & general public, as requested).
Qualifications
Completion of graduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.
-Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 42 mos. exp. or 42 mos. trg. in financial administration.
-Or 66 mos. exp. or 66 mos. trg. financial administration.
-Or 12 mos. exp. as Financial Program Manager, 66585.
-Or equivalent of Minimum Class Qualifications for Employment noted above.
NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
